HomeMy WebLinkAboutAmendment to Personnel Policy – Revise City’s Vacation Policy to allow Vacation for New Hires - City of South BendTIME OFF/LEAVES OF ABSENCE Vacation Vacation with pay is granted to all full-time employees. Upon hire, a prorated amount of vacation will be deposited in an employee's vacation bank based on the month of hire (see "New Hire Vacation Schedule" below). In all subsequent years, vacation will be determined based on a full year (January 1 — December 31) and will be placed in the employee's bank in the first week of the following year. Once deposited, vacation is available for an employee's immediate use (subject to supervisor approval). Please note that vacation requests during an employee's introductory period may be subject to additional scrutiny. Employees in positions covered by bargaining agreements may have vacation accruals and rules within their bargaining agreement. Bargaining unit employees should refer to their bargaining agreement for vacation rules. Completed Years of Service* Days of Vacation 20 but less than 25 26 Days (208 Hours) 25 or more _ 28 Days (224 Hours) * The annual accrual rate will change when a staff member reaches a service milestone, with the additional leave deposited on the employee's anniversary date. An employee must have physically worked on or after their anniversary date to qualify to receive the supplemental vacation as payment on termination. **Employees belonging to the Teamsters are not permitted to roll over vacation time from year to year. Scheduling vacation time: To schedule vacation time, employees should submit a request for time off to his/her supervisor in the manner required by each department. Each department has the right to establish the length of prior notification necessary for vacation requests based on the operational needs of the department. Employees covered by a collective bargaining agreement or duty manual should refer to the agreement/manual for specific guidance on the use and scheduling of vacation time. Employees must ensure they have enough leave available to cover the dates requested. Requests may be approved based on several factors, including the operational needs of the department. Supervisors (or a designee) should respond to such requests within five (5) business days to avoid unnecessary delays. If the supervisor needs additional time to determine adequate levels of coverage, he/she may inform the employee when a final determination will be made. Any vacation requests denied should be accompanied by an explanation. Vacation pay: Vacation will be paid at the employee's base rate at the time the leave is taken. Vacation pay is not included in calculating overtime, and it does not include any special forms of compensation such as incentives, bonuses, or shift differentials. If a holiday falls during the employee's vacation, the day will be charged to holiday pay rather than to vacation pay. Vacation leave will generally not accrue during an unpaid leave of absence. Payment at Termination: Employees will be paid for unused, available vacation in an employee's vacation bank upon voluntary or involuntary separation from the City. Employees are expected to be present for work through the last day of employment in order to receive payment for unsued, available vacation. Employees with less than one year of service will not be paid out vacation upon separation. Employees with at least one year of service will receive payment for prorated accrued vacation time toward the the following year. Payment for unused vacation will occur on the final paycheck, which is generally the next paycheck following the date of termination. Vacation pay is computed at the base rate for the employee's regular work schedule, based on the regular pay which the employee would have received had he or she been working. It does not include overtime or any special forms of compensation such as incentives, bonuses, or shift differentials.
