GAMMON Approved and signed by me 5770 IgT 5 Mayor • • BILL NO. /745 ORDINANCE NO. ¶5q5- ICJ AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, SETTING THE ANNUAL SALARIES FOR THE COUNCIL MEMBERS FOR CALENDER YEARS 1997, 1998, AND 1999. STATEMENT OF PURPOSE AND INTENT Pursuant to Indiana Code § 36-4-7-2,the City's legislative body is required to fix the annual compensation of all elected officers. Such compensation may"not be changed in the year for which it is fixed, nor may it be reduced below the amount fixed for the previous year". The following Ordinance establishes the annual compensation for Common Council Members for calender years 1997, 1998, and 1999 by by freezing them at the 1996 level. laobn tr trdort, bt it ortfaitttti tbt 4ommott Co-until of Ott (itj of g01tth 3ldt1t4, Intlima, as follows: Section I. The members of the Common Council of the City of South Bend, Indiana, shall be paid from the General Fund the following Annual Salary amounts for the following calendar years: 1997: $14,965.00 1998: $14,965.00 1999: $14,965.00 Section II. This Ordinance must be published under Indiana Code § 5-3-1, with the first publication at least thirty(30)days before final passage by the legislative body. Section III. This Ordinance shall be in full force and effect from and after its passage by the Common Council,approval by the Mayor, and legal publication. Roland Kelly The purpose of this bill, which freezes Council salaries Third District at the 1996 level through 1999, is threefold. First, it Ann Puzzello removes the difficulty for the next Council of being Fourth District faced with setting its own salaries. Second, by freezing Council salaries at their current level, Council salaries Linas Slavinskas will remain appropriately below the wages of full time Fifth District City employees. Third, at a time when the City is Thomas Zakrzewski considering COIT and CEDIT, there must be a clear message Sixth District to the citizens that none of these revenues will go toward increasing Council Members salaries. Sean Coleman At Large As part time elected officials, we are fairly compensated Loretta Duda for our duties. The current level of compensation allows At Large those who choose to serve as City Council members to do so without creating financial hardship on themselves or Eugene Ladewski their families and does not deter qualified candidates At Large from running for office.
