HomeMy WebLinkAbout9538-04 Approprating $31,045 of Indiana Development Finance Authority Grant Funds with fund 210 for the purpose of Enviornmental InvestigationORDINANCE No. Passed by the Common Council of the City of Soutli Bend, Indiana October 11, Attest: Attest: Presented by me to the Mayor of the City of South Bend, Indiana October 12, 20 04 City Clerk esident of Common Councit City Clerk Approved and signed by me October 14 20 04 Mayor 20 04 ORDINANCE NO. -1 5 3~ f ~ l AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING $31,045 OF INDIANA DEVELOPMENT FINANCE AUTHORITY GRANT FUNDS WITHIN FUND 210 FOR THE PURPOSE OF ENVIRONMENTAL INVESTIGATION OF PROPERTY LOCATED AT 520 AND 522 LINCOLN WAY WEST AND 335 KUNTSMAN COURT IN SOUTH BEND, INDIANA Statement of Purpose and Intent: On May 5, 2004 an application for a Brownfield Site Assessment Grant was submitted to the Indiana Development Finance Authority for environmental investigation at 520 and 522 Lincoln Way West and 335 Kuntsman Court, known as the former White Lightning site. The application has been approved by the Indiana Development Finance Authority in the amount of $31,045 and it is now necessary to appropriate such funds for the purpose of environmental investigation. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $31,045 from an Indiana Development Finance Authority Brownfields Site Assessment Grant is hereby appropriated and set aside within Fund 210 to be used for environmental investigation at 520 and 522 Lincoln Way West and 335 Kuntsman Court, known as the former White Lightning site. SECTION II. ICENDAi L EXECUTIVE DIRECTOR September 16, 2004 South Bend Common Council Fourth Floor Council Chambers 400 County City Building South Bend, IN 46601 Dear Council Members: The attached bill for your consideration and approval will appropriate $31,045 from the Economic Development State Grant Fund to provide funds for continued environmental site assessment activities at the former White Lightning site located at the southeast corner of Lincoln Way West and Chapin. These funds will allow for additional sampling of both soil and groundwater. This grant was made available through the Indiana Development Finance Authority's Brownfields Site Assessment Grant program. Hull & Associates has previously conducted a Phase I and a Phase II site assessment at the site. IDEM has requested additional testing of both soil and groundwater to evaluate the lateral extent of groundwater contamination and to delineate soils that exceed closure levels. The contract for the grant has been approved by the Board of Works but has not yet been signed by the State. Once the contract is signed by the State, Hull will be given a notice to proceed on the project. I will attend the Council meeting. Please call me at 245-6112 if you have any questions.
