Dear Council Members:
The attached bill for your consideration and approval will appropriate $31,045 from the
Economic Development State Grant Fund to provide funds for continued environmental site
assessment activities at the former White Lightning site located at the southeast corner of Lincoln
Way West and Chapin. These funds will allow for additional sampling of both soil and
groundwater. This grant was made available through the Indiana Development Finance
Authority's Brownfields Site Assessment Grant program.
Hull & Associates has previously conducted a Phase I and a Phase II site assessment at the site.
IDEM has requested additional testing of both soil and groundwater to evaluate the lateral extent
of groundwater contamination and to delineate soils that exceed closure levels.
The contract for the grant has been approved by the Board of Works but has not yet been signed
by the State. Once the contract is signed by the State, Hull will be given a notice to proceed on
the project.
I will attend the Council meeting. Please call me at 245-6112 if you have any questions.
Sincerely,
Andy Laurent
