AN ORDINANCE FIXING THE MAXIMUM SALARIES AND WAGES OF
TEAMSTER EMPLOYEES OF THE CITY OF SOUTH BEND,INDIANA,
FOR THE CALENDAR YEARS 1996, 1997,AND 1998.
Statement of Purpose and Intent
This Ordinance sets forth the monetary aspects of the tentative agreement reached between the
City Negotiating Team and the Teamster's Negotiating Team on Friday,August 4,1995,which was later
ratified on August 7, 1995 by the members of Teamster Local Union No. 364.
This Ordinance would approve the monetary amounts of the ratified wage and benefit package,
which are believed to be in the best interest of the City. Accordingly,the intent of this Ordinance is to
fix the maximum salaries and wages for all City employees represented by the International Brotherhood
of Teamsters of America,Local Union No. 364, for calendar years 1996, 1997,and 1998.
NOW,THEREFORE,BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH
BEND,INDIANA,as follows:
Section I. Scope of Coverage
This Ordinance shall determine all issues of compensation for all employees for the City of South Bend,
Indiana,represented by Teamsters Local Union No. 364 affiliated with the International Brotherhood of
Teamsters of America, hereinafter referred to as the "Teamster Local Union No. 364", in the following
operational units:
Bureau of Building Maintenance
Bureau of Organic Resources
Bureau of Sewers
Bureau of Solid Waste
Bureau of Streets
Bureau of Traffic and Lighting
Bureau of Waste Water
Bureau of Water Works
Century Center
Department of Parks and Recreation
Division of Equipment Services
Police Department
Section IL Maximum Compensation.
A. For calendar years 1996,1997,and 1998,the maximum base salaries and wages for the following
employees represented by Teamster Local Union No.364 of the City of South Bend,Indiana,shall be no
more than as listed in this Section;provided,however,that nothing herein shall exclude the applicability
of Section III of this Ordinance should the qualifications therein be met.

Section VI. Other Monetary and Fringe Benefits Incorporated by Reference.
All provisions of the Agreement between the City of South Bend,Indiana,and the Teamster Local Union
No. 364, effective January 1, 1996 through December 31, 1998, concerning any issue of wages and/or
compensation, including but not limited to provisions concerning proformance based bonuses where
applicable,overtime,standby,call-back,shift differential,vacations,insurance,and other related monetary
items are incorporated herein and made a part hereof as if set forth herein in their entirety. Two copies
shall be kept on file and made available for public inspection during regular business hours in the Office
of the City Clerk,4th Floor,County-City Building,South Bend,Indiana.
Section VII. Effective Date.
This Ordinance shall be in full force and effect from and after its passage by the Common Council and
approval by the Mayor.

First District
The attached Ordinance begins the process for formally establishing
Cleo Washington wages and salaries for all Teamster employees who work for the City of South
Second District Bend.
Roland Kelly As you are aware the City Negotiating Team is currently negotiating
Third District with the Teamster Negotiating Team. These ongoing negotiations are
Ann Puzzello addressing working conditions, wages, and fringe benefits.
Fourth District To begin the formalized process, we are introducing this Bill so that it
Linas Slavinskas may have first reading at the Common Council meeting on Monday, July 24,
Fifth District 1995 and sent to the Personnel and Finance Committee for review and
recommendation. We further recommend that the Bill be set for second and
Thomas Zakrzewski third readings and public hearing at the Common Council meeting on Monday,
Sixth District August 14, 1995.
