Purpose & Need
The department received a petition to
establish a residential parking zone
encompassing the streets within the
Triangle Neighborhood (Burns
Avenue, Duey Street, Georgiana
Avenue, Napoleon Boulevard, and
Quigley Place). The residents specify
that parking spaces are primarily
occupied by non-residents visiting the
Eddy Street Commons
establishments on Friday through
Sunday nights, 7:00 p.m. to 3:00 a.m.,
limiting parking access at their
residences.
Existing Conditions
Currently parking is restricted from
9am to lam on ND home game days
on various streets within the
neighborhood.

Re uirements of City Ordinance Figure 1 - Parking Study Location - Triangle Neighborhood
Chapter 20, Article 10 of the South Bend Code of Ordinances outlines the requirements for
residential parking zone designation. In order to initiate a parking study, 2/3 of the lawful residents
of the residential area must return a signed petition requesting residential parking within defined
boundaries. In order for a residential parking zone to be warranted, the following must be
observed during a parking study:
1. Non-resident vehicles occupy 25% of the total spaces available on the public streets
within the residential area.
2. At least 75% of the total parking spaces in the residential area are occupied by motor
vehicles.
Parking Study Findings
The petition received was signed by over 70% percent of the residents within the residential
boundaries, which were defined as the Triangle Neighborhood. The streets were observed at 2-
hour intervals between 7:00 p.m. and 3:00 a.m., Friday through Sunday, November 15-17, 2019.
The results are provided in Table 1, with more detailed data tables attached.

As may be seen in Table 1, below,
the criteria for at least 75% of the
total parking spaces to be occupied
is met only during 1 time period
(Sunday, 1:00 a.m.) on both sides of
Duey Street and on the east side of
Georgiana Avenue. The 4 spaces on
the west side of Georgiana Avenue,
while meeting the criteria, are not in
front of residences. For more
detailed information refer the tables
in Appendix A).
Recommendation
Based on the findings of the study,
the criteria for establishing
residential parking zones are not
met, and it is therefore
recommended that no residential
parking by permit zones be
established on any streets in the
Triangle Neighborhood.
