HISTORIC LANDMARK FOR THE OBJECT IN-SITU LOCATED IN THE PUBLIC RIGHT OF WAY AT THE CORNER OF NAPOLEON AND STANFIELD STREETS, IN THE CITY OF SOUTH BEND, INDIANA Whereas, The Historic Preservation Commission of South Bend and St. Joseph County has petitioned for the designation of the following described real estate as an Historic Landmark under the Ordinance No. 5565-73, as amended to wit: In the tree lawn between the street curb and sidewalk of the public right of way at the northwest corner of Napoleon Street and Stanfield Street approximately 18 feet north from the center line of Napoleon Street and 32 feet west from the center line of Stanfield Street. Whereas, The Historic Preservation Commission of South Bend and St. Joseph County has recommended the designation of the OBJECT IN SITU as an historic landmark. BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OP SOUTH BEND, INDIANA: SECTION 1. That the above described OBJECT IN-SITU be, and it is here designated and established as an Historic Landmark under Ordinance No. 5565-73, as amended. SECTION 2. The purpose of the amendment is to designate the object in-situ located at the northwest corner of Napoleon and Stanfield Streets as a Local Historic Landmark. At the October 9 meeting of the Zoning and Annexation Committee, John Oxian, president of the Historic Preservation Commission of South Bend and St. Joseph County, sought an amendment to bill 51-95 to designate the above mentioned property as a Local Historic Landmark along with the similar object listed in that bill. At that time it was determined to not attach this designation to the designation of the lamp-post at the corner of Pokagon and Stanfield Streets but to bring it to the council as a seperate issue. The object in-situ meets the criteria in at least four areas. 1) Its character, interest, or value as part of the development, heritage, or culture of the City of South Bend or St. Joseph County, the State of Indiana, or the United States; 2) Its embodiment of elements of architectural design, detail, materials, or craftsmanship which represents an architectural characteristic or innovation; 3) Its educational value; 4) Its suitability for preservation; The object in-situ fulfills criteria #1 as a significant example of the City's geographical, technological, and cultural development, being among the earliest generation of electrically powered illumination devices for public streets. The object in-situ fulfills criteria #2 as an example of the design, detail, and materials of the early twentieth century and the innovative technology of that period. The object in-situ fulfills criteria #3 as a surviving remnant of obsolescent technology located in a prominent public location. The object in-situ fulfills criteria #4 by its unaltered condition, integrity, and continued use. ARCHITECTURAL DESCRIPTION The lamp-post is composed of a cemented mixture with aggregate of ground quartz and feldspar with a metal escutcheon at the cap as a base for the luminaire. The post is cross shaped in section inset diagonally on a seventeen inch square integral base pier. The two inch wide flanges of the cross section post taper from an approximate twelve inch width at the outside corners of the base pier to a ten inch width at approximately twenty-four inches from grade and to a six inch width at approximately seven feet from grade and flaring back out to join to a nine inch square box shaped capital in alignment with the base and measuring five inches high with a recessed panel on each vertical side. The lamp post measures overall height of nine feet - eight inches not including the luminaire. The light is a twelve inch white glass globe. The unvented globe indicates that it was designed for tungsten filament lamps. This design is notably modernistic for its era exhibiting no evidence of allusion to classical or Gothic column orders. A • HISTORIC DEVELOPMENT This lamp-post was probably erected between 1916 when the Harter Heights neighborhood was platted as part of the city of South Bend and otherwise developed for housing and 1926 by which year the houses in this immediate vicinity had been completed [2] [3] . Many houses in this block of Napolen were constructed in 1922 establishing that year as a probable date of installation [3] . The lamp-post is of the Star design as installed in Chicago's Portage Park in 1915 [4] . David B. Duvall October 26, 1995 NOTES 1.
