AN ORDINANCE APPROPRIATING $4,130,927 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE
EXPENSES OF THE DEPARTMENT OF COMMUNITY AND ECONOMIC
DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND DESIGNATED
SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR BEGINNING JANUARY 1,
1996, TO BE ADMINISTERED THROUGH THE DEPARTMENT OF COMMUNITY AND
ECONOMIC DEVELOPMENT.
Statement of Purpose and Intent:
The government of the City of South Bend, in partnership with the City's private
sector and residents, is committed to the goal of improving the "quality of life" in the City,
its neighborhoods, and for its residents. As part of this commitment to a comprehensive
community development and improvement program, the City of South Bend through its
Department of Community and Economic Development will apply for and anticipates
receiving on or about January 1, 1996, the approval of the United States Department of
Housing and Urban Development to expend $4,130,927.00 in the execution of certain housing
rehabilitation/assistance, code enforcement, public improvement, neighborhood development,
public service, and general program planning and development activities. In order to
implement the aforementioned activities, funds are required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $4,130,927.00 is hereby appropriated for the program year
starting January 1, 1996, from the City of South Bend's Community Development Block Grant
Fund (Program Year 1996). The appropriation shall be used as approved by the United States
Department of Housing and Urban Development under Title Twenty-four (24) of the Code of
Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development
Program Year 1996. This appropriation shall be administered by the Department of
Community and Economic Development and its designated subgrantees and will be distributed
as set forth below:

SECTION III. This Ordinance shall be in full force and effect from and after its
passage by the Common Council and approval by the Mayor.

Dear Council Member:
The attached bill for your consideration and approval will appropriate a total $4,130,927 for 1996 CDBG activities.
It includes an anticipated $3,847,000 in 1996 CDBG entitlement funds, and $283,927 from 1995 additional
entitlement, Section 108 program income, 1994 additional program income, unprogrammed funds from previous years
account balances, and projected 1996 program income. The allocation of these funds is in accordance with our 1996
Housing and Community Development Plan. As we discussed with the HRED Committee on September 27th, the
1996,HCD Plan contains two scenarios for projected new funding of the Block Grant, a 15% cut in funding from the
1995 entitlement grant, and a 0% cut. This bill appropriates funds assuming the 0% cut, and represents the maximum
which we can reasonably anticipate receiving from HUD. If final Congressional appropriations contain a cut in the
CDBG Program, our subgrantee agreements will, of course, reflect the respective decrease.
The HCD Plan, which allocates activities in the 1996 CDBG program as well as other federal programs, was made
available to the public for a period of 30 days in October. In addition, the 1996 HCD Plan was the subject of a
public hearing held on October 12, 1995. Comments received during the comment period and public hearing were
taken into consideration in developing the final 1996 HCD Plan.
