Zock to zone from "D" Light Industrial, "E" Height and Area to "A" Residential, "E" Height and Area, property located at 2311 Highland Avenue, City of South Bend - APC #1688-95 Dear Council Members: The above referenced ordinance of Gerald T. Zock was legally advertised on October 5, 1995. The Area Plan Commission at its public hearing on October 17, 1995, took the following action: Upon a motion by John DeLee, being seconded by Joseph Serge and unanimously carried, the proposed ordinance of Gerald T. Zock to zone from "D" Light Industrial, "E" Height and Area to "A" Residential, "E" Height and Area, property located at 2311 Highland Avenue, City of South Bend is sent to the Common Council with a favorable recommendation. Although many of the parcels in the immediate vicinity of the subject property are undeveloped, this rezoning is consistent with the residential character of the neighborhood. In the Commission's opinion, this rezoning should not result in adverse impacts for the surrounding area. The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in the minutes of the public hearing, and will be forwarded to you at a later date to be made a part of this report. Zook 1688-95 Location: 2311 Highland Avenue City of South Bend REQUESTED ACTION: The petitioner is requesting a zone change from "D" Light Industrial, "E" Height and Area to "A" Residential, "E" Height and Area to allow an addition to a house and a garage. EXISTING LAND USE: The property contains vacant land. SURROUNDING LAND USE AND ZONING: Located to the north is vacant land zoned "D" Light Industrial, "E" Height and Area; to the east is a single family home zoned "A" Residential, "A" Height and Area; and to the south and west is vacant land zoned "D" Light Industrial, "E" Height and Area. ACCESS: Access to the site is from Highland Avenue. WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: SITE DATA: The total site to be rezoned is 7,663 square feet.
