AN ORDINANCE OF THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND,INDIANA
APPROPRIATING $ 150,000.00 FROM THE
COVELESKI IMPROVEMENT FUND (FUND NO. 401)
STATEMENT OF PURPOSE AND INTENT
The Coveleski Improvement Fund(Fund No. 401)was established for the purpose of
funding capital improvements to the Coveleski Regional Stadium. The Park Department
Superintendent has developed and presented a plan for development and improvement of
the stadium, which plan budgets $ 150,000.00 for capital improvements to be made in 1996.
1996 improvements include purchase of mowing equipment,upgrading air conditioning/
heating units, improving signage, seat replacement, interior/exterior painting and other
improvements. The Common Council has determined it is in the best interest of the City of South
Bend to appropriate sufficient funds from the Coveleski Improvement Fund to allow these
improvements to be made.

NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, AS FOLLOWS:
Section I. The following sum of money is hereby appropriated and ordered set apart
from and within the Coveleski Improvement Fund (Fund No. 401)for capital improvements
to the Coveleski Regional Stadium.

Section II. This ordinance shall be in full force and effect from and after its passage by the

Dear Council Members:
This ordinance, appropriating$150,000.00 from the Coveleski Improvement Fund, is being submitted
to the Common Council for consideration and approval.
The improvements outlined in this ordinance are part of an ongoing process to maintain Coveleski
Stadium as a premier facility for minor league baseball. This appropriation is being made from funds
generated from stadium revenues. Some proposed 1996 improvements will also generate additional
revenues.
Improvements proposed for 1996 include the following:
a. Purchase of a reel mower-this would replace the current mower that has been in use since the
stadium opened.
b. Upgrading of air conditioning/heating units- five units would be purchased to replace the units in
the third base side suites. The present units cannot handle the cooling needs for these suites, due to sun
exposure on that side of the stadium.
c. Purchase of a new electronic sign-this would replace the existing sign in front of the stadium and
would be a state of the art message center. This sign would be used to make announcements regarding
Coveleski Stadium as well as other city events. It could also generate revenue by selling advertising
space.
d. Cup holders-this is an innovation in stadium cleanliness, as well as generating revenue.
The holders are installed on the backs of seats,thus preventing cups from being thrown on the ground.
Advertising space is sold on the cups.
e. Trash receptacles - Currently, 55 gallon drums are used throughout the stadium. We would purchase
receptacles designed specifically for stadium use, which are more aesthetically pleasing than the 55
gallon drums. Again, advertising would be sold on the sides of the cans,thus generating revenue for
further improvements.
f. Interior/Exterior Painting- dugouts, doors, door frames and the lobby would be painted.
g. Electronic Hand Dryers-this would reduce paper towel waste in the bathrooms and provide a more
hygienic environment.
h. Suite Seats-many red suite seats are cracking on the seat backs. They.are in need of replacement
for safety reasons.
