AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF
DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS OF
THE CIVIL CITY OF SOUTH BEND, INDIANA FOR THE
FISCAL YEAR BEGINNING JANUARY 1, 2005, AND ENDING
DECEMBER 31, 2005, INCLUDING ALL OUTSTANDING CLAIMS
AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME
SHALL TAKE EFFECT
STATEMENT OF PURPOSE AND INTENT:
It is necessary to pass this Ordinance in order to appropriate monies to defray the expenses of
several departments of the Civil City of South Bend, Indiana for 2005.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, AS FOLLOWS:
SECTION I. For the expenses of the Civil City Government, its various departments, funds,
commissions, and institutions for the fiscal year ending December 31, 2005, the following sums of money,
as set forth in the attached budget which is made a part hereof, are hereby appropriated and ordered set apart
out of the funds hereinafter named, and for the purposes hereinafter specified, subject to the laws governing
the same. The sums herein appropriated shall be deemed to include all expenditures authorized to be made
in said year, unless otherwise expressly stipulated or provided by the laws.
SECTION II. For the fiscal year ending December 31, 2005, there is hereby appropriated out of the
General Fund and from Funds other than the General Fund, of said City to wit:
Park and Recreation Fund
Park Recreation Non-Reverting Fund
Special Events Fund
Motor Vehicle Highway Fund
Community and Economic Development Fund
Human Rights -Federal Fund
Local Roads and Streets Fund
Liability Insurance & Premium Reserve Fund
Self-Funded Employee Benefit Fund
Central Services Fund
Redevelopment Bond Fund (Studebaker)
Redevelopment Bond Fund (College Football Hall of Fame)
Football Hall of Fame (Transfer)
County Option Income Tax Fund
Cumulative Capital Development Fund
Cumulative Capital Improvement Fund
County Economic Development Income Tax Fund
E.M.S. Capital Improvement Fund
Park Department Non-Reverting Capital Fund
Fire Pension Fund
Police Pension Fund
SECTION III. This Ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

Respectfully report that they have examined the matter and that in their opinion, this bill
is being recommended to the full Council with a favorable recommendation as
amended by deleting $200,000 from the Hall of Fame Budget.

An Ordinance Fixing Maximum Salaries and Wages of Appointed Officers and Non-
Bargaining Employees of the City of South Bend, Indiana, for the Calendar-Year 2005
An Ordinance setting the annual salaries for the Mayor and the City Clerk of the City
of South Bend, Indiana ,for the Calendar Year 2005
Dear Ms. White:
Attached for filing are five ordinances relative to the 2005 budget for the City of South Bend.
Two of the ordinances are necessary to appropriate monies to defray expenses of several City
departments and designated funds, the third is necessary in order to levy taxes and fix the rate of
taxation for the purpose of raising revenue, and the fourth and fifth sets forth the annual compensation
for non-bargaining employees, Mayor and City Clerk of the City for the year 2005.
