RUSZKOWSKI, CHIEF OF POLICE Board of Public Works November 14, 2019 City of South Bend, Indiana Honorable Board Members, The South Bend Police Department is requesting Board approval of an agreement with Calibre Press for officer training in the program Read, Recognize and Respond. Course topics during this training include Detecting Deception, Verbal & Non -Verbal Cues, Solutions for Successful De -Escalation, Treating People with Dignity and Respect, and other relevant topics which focus on today's peacekeeper and their ability to effectively evaluate others, and by means of communication, make sound decisions that result in safe and successful resolutions. Calibre Press will come to the South Bend Police Department to conduct the training for the officers as opposed to our officers traveling to receive similar training. The cost of Calibre's training is $6000, or $60 per officer as we plan on 100 officers attending. Similar training by other providers are $325 per officer for De-escalation training and $350 per officer for Deception training plus travel costs. The funding source would be the Police Non -Reverting funds for training, 220-0801-421.39-70. Calibre Press shall deliver our program titled, "Read, Recognize & Respond" and the following will confirm specific roles and responsibilities of both the South Bend Police Department and Calibre Press. 1. Calibre Press will conduct our eight (8) hour training seminar titled, "Read, Recognize & Respond" between the hours of 8:00am and 5:00pm on January 27, 2020. 2. Calibre Press will conduct the class at the training facility assigned by the South Bend Police Department. I Calibre Press shall provide training for up to 100 officers identified by the South Bend Police Department. 4. The South Bend Police Department shall provide, at their expense, a classroom facility to comfortably seat the contracted number of attendees, as well as the following audio/visual equipment and set up requirements necessary to conduct the course. A 12 x 16 Riser (only if attendance exceeds 100) House Sound to include wireless lav or lapel microphones House Lighting System which allows lights to dim LCD Projectoron a 36-inch high metal audio-visual projectorcart orceiling mounted projection system that will integrate with instructor's laptop and -software 0 10 x 12 Projection Screen 0 Seating: Classroom style to preferred but not necessary Instructor access to facility the day prior to class to conduct sound / equipment check 5. The South Bend Police Department agrees to distribute, collect and return our Calibre generated Evaluation Form. 6. The South Bend Police Department agrees to provide Calibre Press with a complete attendance roster including student name, organization, email and phone number. 7. Calibre Press will provide the following: 0 Calibre Press Subject Matter Instructor Padfolio for Notes 0 Evaluation 0 Certificate of Completion (Complete Roster Must Be Received 10 Business Days Prior to Course) o Course Posting on the Calibre Press Website (if requested) Training Purchase Agreement — (cont.) 8. The agreed upon price for Calibre's one (1) day course has been set at $6,000.00. 9. This seminar date(s) above are being offered to the South Bend Police Department and will be confirmed on a definite basis only after this agreement has been signed by an authorized individual of the South Bend Police Department and returned to Calibre Press, on or before October 1, 2019. If the executed contract is not received by Calibre Press on or before October 1, 2019. Calibre Press reserves the right to release these dates. Calibre Press understands there are unforeseen circumstances that occur and may require the South Bend Police Department to cancel or reschedule this course. Calibre Press will honor a written request for cancellation received on or before November 27, 2019. There will be no cancellations honored on or after November 28, 2019. However, Calibre Press will work with the South Bend Police Department to reschedule the course to later date within 12 months.
