The Board of Public Works, at its meeting held on November 26, 2019, approved the above
referenced Addendum for the pilot housing subsidy program in the amount of $200,000.

Program Description
Pilot Housing Subsidy Program
During the term of this Agreement, the Organization will establish a program in
conjunction with the City's Department of Community Investment, to promote, build,
market and assist homebuyers in the purchase of new housing within targeted areas. The
pilot program will be designed to encourage public/private housing investment in a
specified and targeted geography on vacant parcels based on development plans that align
with the neighborhood and City objectives.
The program goals are to:
(1) Develop vacant City -owned and Organization -owned lots
(2) Offer the opportunity to improve and maintain the character and value of the property
and surrounding neighborhood
(3) Offer financial support in the form of gap financing for the construction of new single
family and/or duplex residential structures
(4) Support the opportunity for individuals and families to live in safe and affordable
housing.
The program shall require:
Sale proceeds to be used for the organization's work towards additional
housing in the Southeast neighborhood.
A maximum of one subsidy per residential structure
The per structure construction subsidy shall not exceed Ninety -Nine
Thousand Eight Hundred Seventy -Five Dollars ($99,875.00).
Property must be owner -occupied single family or owner -occupied duplex
residential structures
Development is to occur first on land owned by 466 Works and approved
by City.

acting by and through its Board of Public Works (the `City"), and 466 WORKS CO NLlN;ITY

RECITALS
WHEREAS, the City and the Organization have entered into an agreement entitled

"Prograni"), which was amended by a First Addenduni to Agreement for Programs and Services,
dated May 14, 2019 (the "First Addendum", together, the t:ontnact and the First Addendumn are the
"Agreement"); and
WHEREAS, the parties desire to further amend and extend the Agreement by this Second
Addendum; and
WHEREAS, the Organization further represents that it has taken all corporate action
necessary to enter into this Second Addendum; and
WHEREAS, the City believes that the actions contemplated by this Second Addendum
are in the best interests of the health, safety and welfare of the City and its residents and that those
actions comply with the public purposes and applicable provisions of state and local law.
NOW THEREFORE, the parties mutually agree as follows:
l . Section 1 (Contract and Term) of the Agreement is modified to read in its entirety
as follows:
The total amount to be paid under this Agreement shall not exceed Seven Hundred
Thousand and 00/100 Dollars ($700,000.00) ("Contract Amount"). The
Organization shall provide the Program on behalf of the City, for the Contract
amount during the period commencing March 1, 2019 and ending October 31,
2021. Amore detailed scheduled for the Program will be determined jointly by the
Organization and the City.
