AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, APPROPRIATING ADDITIONAL FUNDS FOR CERTAIN
DEPARTMENTAL AND ENTERPRISE OPERATIONS IN 2012 OF $490,400 FROM
WATER WORKS DEPRECIATION FUND (#622).
STATEMENT OF PURPOSE AND INTENT
The Common Council passed the City's 2012 operating and capital budgets in
2011 (Ordinance#10125-11, passed 10/10/11), which included expenditures for various
City enterprise operations. It is now necessary to appropriate additional funds for
operational expenditures necessary for the City to effect provision of services to its
citizens which were not anticipated at the time the City budget was adopted.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
Section I. The following amounts are hereby appropriated in fiscal year 2012 and
set apart within the following designated funds for operational expenses as follows:

Water Works Depreciation Fund (622) $490.400
TOTAL $490,400

RE: 2012 Mid-Year Budget Transfers and Additional Appropriation Ordinances
Dear President Dieter,
During the past several years, it has been the practice of the City of South Bend to request
department heads, fiscal staff and city administration to conduct an extensive review of
the status of compliance with the adopted city budget, and propose necessary
adjustments, during the middle of the year and at year end.
Based on our mid-year review, we are submitting three bills for consideration by the
South Bend Common Council:
• Budget Transfer Ordinance Between Various Departments and Cost Categories
• Additional Appropriation Ordinance— Civil City Funds - $447,134
• Additional Appropriation Ordinance— Enterprise Funds - $490,400
I will present these bills to the Common Council at the appropriate committee and
council meetings. It is requested that these bills be filed for 1st reading on August 27,
2012 with 2"d reading, public hearing and 3rd reading scheduled for September 10, 2012.
