amongst city residents, as well as the dependency on car ownership, since shorter trip distances can
more easily be undertaken by alternative transportation modes, like walking, biking, and transit.

oriented development, and bicycle infrastructure, an d reduce minimum parking requirements
Utilize municipal incentives, like tax increment financing, tax abatement, etc. to help fund and
finance development projects that promote transit, walking, and biking over automobile trips
Educate property developers on smart growth policies and transit oriented development
Educate the business and development community on the advantages of shared office and
commercial spaces.

financial difficulties…Cleveland managed to
transform a modest $50 million investment
in bus rapid transit into $5.8 billion in new

bus rapid transit (BRT) along a strategic
corridor and concentrating government
redevelopment efforts there, Cleveland

ACTION 2.1 - Undertake and promote diesel engine retrofits throughout municipal and commercial
fleets
Whether managed in municipal fleets, private freight companies, etc., trucks with older diesel engines
are heavy contributors of emissions-related pollution. Opportunities to retrofit truck fleets with
cleaner, newer technology (like diesel oxidation catalysts, diesel particulate filters, NOx catalysts,
selective catalytic reduction, exhaust gas recirculation , and CNG conversions) can make a positive
impact on air quality.
What South Bend City Government Can Do:
Oversee the retrofitting of diesel engines in the existing municipal, transit, and school fleets
Educate businesses and provide them with incentives for diesel engine retrofits in their fleets

“Across the country in large cities,
buildings often account for the majority of
energy use and carbon pollution. In effort
to create a more energy-aware
community and reduce energy waste, the
Des Moines City Council passed on June 3,
2019, the Energy and Water
Benchmarking Ordinance requiring
building owners of buildings 25,000 sq. ft
or larger to benchmark their energy and
water usage.

ACTION 2.3 - Develop municipal incentive programs that support adoption of renewable energy
sources
Municipalities also have the capacity to develop incentive programs that support a transition to
renewable energy. One example is the Property Assessed Clean Energy (PACE) program for
commercial buildings. Similar to bond, PACE is a tool where the municipality (or a third party) provides
property owners an incentive to finance the up-front cost of energy improvements on a property, with
the property owner paying the costs back over time through a voluntary property tax assessment.
Other traditional incentives like tax increment financing and tax abatement could also be utilized to
fund development projects that incorporate renewable energy.
