Demolition Contract No. 25: Mr. Taylor reviewed the tory of the bidding and Commission approval of award of this tract — including Alternates A and B - to Midwest Demolition, h award approval at Commission meeting of April 7, 1972. contract was awarded to Midwest on the basis of their over - low bid of $39,074.00. We then requested HUD concurrence in etter which outlined the bids submitted by the two low bidders, vest Demolition and the next lowest bidder, Howell Construction pany of Elkhart, Indiana, with a bid of $53,315.55. We did not 4 bid submitted by Julius O'Neal Trucking Co. since he did not on Alternate "A" and it was therefore impossible to compare bid with the other two. Letter was received from HUD dated it 24, 1972, concurring in award to Julius O'Neal on the basis his bid of $25,200 on Contract 25 and $11,983 for Alternate "B" was the HUD Area Office contention that Midwest could not do job for the amount of their bid on Alternates "A" and "B ". Taylor then recommended to the Commission that the entire tract 25 be rebid. Alternates "A" and "B" are to be grouped ether and bid under another contract. ADVERTISING APPROVED FOR REBIDDING CONTRACT NO.25 On motion by Mr. Chenney, seconded by Mr. Wiggins, approval to re bid Contract 25 was given and motion carried unanimously..... b. Demolition and Site Clearance Contract No. 6, IND. R -57: DEMOLITION & Authorization requested to award Contract No. 6, IND R -57 for SITE CLEARANCE De olition and Site Clearance, LaSalle Park Project, to B & J CONTRACT NO. 6 De olition, 408 E. Ohio Street, South Bend, based on low bid of IND. R -57 $3,186.00, subject to HUD concurrence. Ad ertisement appeared in The South Bend Tribune April 14th and 21st and the Tri County News the same dates. Williams, seconded by Mr. Chenney, contract was awarded to B & J Demolition, for low bid amount of $3,186.00, sub ect to HUD concurrence. Motion carried unanimously. c. Change Order No. 2 to Contract Phase II -B, Indiana Project_ CHANGE ORDER R-66: Commission approval requested for Change Order No. 2 to NO. 2 to CON- Contract Phase II -B, Indiana R -66, Arco Engineering Construction TRACT PHASE II -E Company for an increase in contract price of $565.00 .... no change IND. R -66 in contract time. Mr. Taylor explained this change order covers work involved in cutting through the retaining wall along the race for new sewer construction .... elimination of timber piles for two walls and the addition of steel sheet piling. Commission approval requested for permission to advertise bids, Contract Phase II -D, Central Downtown Renewal Project liana R -66, signalization of the new streets: Mr. Taylor guested permission to advertise on May 12 and May 19, 1972, itract Phase II -D for signalization of new streets. Bid ?ning is to be on May 31, 1972 and contract awarded at the ie 2nd Commission meeting. Rev. Williams moved for approval advertising and Mr. Chenney seconded the motion which was •ried unanimously. e. Change Order No. 1, Contract 17 -B, Indiana Project R -66 with Midwest Demolition Corporation: Mr. Taylor explained that th s change order covers the removal of a ten thousand gallon tank which was discovered under the floor of the McCaffery Building during demolition of that area, for an increase of con - tr ct price of $350.00 ..... no change in contract time. Mr Wiggins moved for approval of this change order, seconded by Rev. Williams. Motion carried unanimously. f. Construction of Streets and Curb, Contract "A.!' and Side- walks, Contract "B ", Model Cities Code Enforcement Area Project E-5,: Mr. Taylor explained that the only bidder for this job was Ri th -Riley Construction Company - their total bid was $86,462.50; after discussion involving the problems related to the execution of this contract, Mr. Wiggins moved to award the contract to Ri th -Riley subject to the approval of an Affirmative Action Policy for the use of minorities in the construction work in the Model Cities area - and HUD concurrence. Rev. Williams seconded tho motion and it carried unanimously. g. Resolution No. 399: This is a resolution relating to acquisition of property by condemnation, IND. R -57, LaSalle Park Project, parcel No. 36 -20, the owner is Gerald L. Reasor, for the concurred -in price of $530.00. Rev. Williams moved for the adoption of Resolution 399, seconded by Mr. Chenney. Motion ca ried unanimously. RESOLUTION NO. 399 ADOPTED, IN R -57 h. Site Improvements Contract, Indiana Project E -3: Request PERMISSION TO Commission authorization to advertise for bids for Site Improve- ADVERTISE FOR ment Contract, Indiana Project E -3 - Mr. Chenney moved to author- BIDS, SITE IM- ize the Department to advertise for bids for this contract. Demolition and Site Clearance Contract No. 27A, 27B and Project Indiana R -66: Commission authorization requested advertise for bids for Contracts 27A, 27B and 27C. It was ited out; hat these will be treated as totally separate tracts, with a bid price required for each and contracts �ded to the hest bidder on each of the three contracts. On ion by Mr. Chenney, seconded by Mr. Wiggins, authorization to ?rtise for bids on these contracts was granted. Motion was °ied unanimously. AUTHORIZATION ADVERTISE FOR BIDS, CONTRACT NOS. 27A, 27B and 27C NEW BUSINESS (Cont'd)- k. Change Order No. 1, Phase II -Bf Parts A & B, Central Down- town Renewal Project R -66: Mr. Taylor explained that this change orde reduces this contract amount by $45,380.75 The major change will be the elimination of Mill Street - this being the first alley east of Michigan Street, running from Colfax to Washington Street, and covers the installation of fourteen (14) wheel chair ramps at various intersections -along St. Joseph Street mainly, in order to cross St. Joseph Street to the Cultural Center. Mr. Chenney moved for approval of Change Order No. 1 - no change in contract time, and Rev. Williams seconded the motion. Motion carried unanimously. CHANGE ORDER NO. 1, PHASE II -B, PARTS A & B, PROJECT IND R -66 1. Lease with South Bend Parking Company, Parcels No 12 -13, LEASE WITH SOUT 12-14 and 12 -15: Commission approval requested of lease which BEND PARKING CO. was negotiated for said parcels, to begin on the date that the PARCELS 12 -13, Department of Redevelopment possesses this property. -Lessee will 12 -14 and 12 -15 pay 11,600.00 per month on a month -to -month basis with lease to be t rminated at a time that the Redevelopment Commission demon - stra es a need for the property for the purpose of disposition. The ommission commended legal counsel's efforts in negotiating this lease. Mr. Wiggins moved for approval - Mr. Chenney seconded the otion which carried unanimously. 7. PROGRESS REPORTS a.
