2. his Special Meeting was convened pursuant to a duly dated and signed
Notice of Special Meeting which was hand carried and telephoned to
each Commissioner in due time, form, and manner as :required by law.

Discussing and acting upon staff members: STAFF APPRAISAL
There was a general discussion on the size
of thejstaff, efficiency, projected future
needs and allied information.
No action was taken.
Acting ';upon tontract -for inspection con -
R -66:
Reference is made to. minutes of April 2,
197.1, "Old Business, U. Extra Inspection
Costs for Site Improvements, R -66."
A letter from City Engineer, Lloyd S. Taylor,
suggested that his department'be charged with
the inspection. Applying fringe benefits and
a 5% overhead to his cost, he would contract
the inspection work for about $11,250.00 per
year. Th "i,s is in contrast to the $21,000.00

(6) months, and likely near our own cost
were an inspector to be placed on our
payroll.
Mr. Wiggins movedwith'second by Rev.
Williams, that a contract be entered into
with the Engineering Department as set out
above. Motion was unanimously approved.
4. PDJOURNMENT
With the conclusion of the business for which ' ADJOURNMENT
this meeting was called, on motion duly made and
passe by Mr. Helmen, the meeting was adjourned at
5:10 M.
