The feasibility study expanded the project from the initial area of concern along Riverside Drive at the intersection of Yukon, to other related issues including the erosion upstream on the east side of the river along North Shore Drive downstream of Iroquois Street, and the potential cause of erosion at both sites; which is an artificial bar extending downstream from the stormwater outfall at the junction of Leland Avenue and Riverside Drive (Figure 1). The embankments are eroding along the river because the thalweg of the river is undercutting the steep slopes. The design approach will be to examine the artificial bar in more detail and determine if, in fact, it is contributing to the realignment of the river and thus causing the erosion of the toe of slope on either one or both areas identified (Figure 2). If that is the case, we will work with permitting agencies to see how the bar can be manipulated to direct the thalweg back toward the center of the channel. This would prevent a continuation of the downstream movement of the eroding banks. Both of the existing eroded embankments will require armoring at the toe of slope to stabilize the banks that have sloughed into the river. As much as possible, our designs will feature restoration of the slope with native vegetation above the waterline. The native vegetation will include tree planting. Identification of Project Boundaries Cardno, in consultation with the City of South Bend and the permitting agencies will determine the limits of proposed construction at each of the three project sites. The 12 digit Hydrologic Unit Code HUC), as well as Latitude and Longitude Coordinates of the project extents will be included in the final report. Survey information will utilize NAD 1983 Datum and UTM (Universe Transverse Mercator) Coordinates. 2. Complete preliminary engineering/calculations Cardno will complete the necessary engineering activities and computations for a design project. This task will include additional survey work, soil borings and geotechnical analyses as required, and hydrologic and hydraulic analyses. 3. Obtain all required project permits Cardno will submit the design plans with permit applications to the USACE, IDEM, and IDNR, to obtain the respective Clean Water Act 404 and 401 authorizations, and floodway permits for the combined projects or individually as independent projects. While Cardno has successfully obtained permits for hundreds of water resource impacts over the years, we cannot warranty that we will be successful at obtaining all required permits for all three projects designed. Cardno will attend meetings to continue discussions with the agencies or make requested changes to the plans until the permits are issued or denied. The LARE staff and City Engineers office will be invited to attend all meetings with the agencies. 4. Facilitate meetings Cardno will initiate and attend meetings with the LARE staff and City of South Bend at 30% and 60% completion of drawings and facilitate a utility coordination meeting if any utilities are required to be moved in the project plans. In addition, Cardno will facilitate two public meetings. One at the 60% design stage to obtain public input and address concerns by stakeholders and the second to present the final report. Cardno will document meeting dates, attendance, public comments and take minutes to document the public support of the projects. 5. Project progress reporting Cardno will issue monthly electronic progress reports during the duration of the project. Copies of progress reports a will be, at a minimum, submitted to the City of South Bend and LARE project manager, 6. Complete design drawings Cardno will develop plan sheet drawings for each of the three project sites. The drawings will include a title page, existing and proposed plan views, profiles or cross sections, and details as needed to accurately depict the proposed work. Cardno will also include a materials table, custom planting plan, temporary erosion plan, and permanent erosion control plan details. Cardno will submit the plans at 30% completion, 60% completion, and 90% completion for City of South Bend and LARE staff review, prior to completing the final stamped engineering plans. Submittals will include any supporting information obtained during the design process including surveying and soil boring reports, permits, or pertinent correspondence. 7.Determine construction cost estimates and timelines Cardno will include in the final report a probable estimate of cost for each of the three project designs. Cardno will also propose timelines for bidding and project implementation based on fish and wildlife permit restrictions and seasonal weather patterns. 8.Confirm easements and land availability Cardno, in consultation with the City of South Bend will determine any necessary property easements including those for proposed project egress and ingress. Property access for construction and inspections will be identified on the plans and written agreements with the affected landowners included in the final report or provided to the City of South Bend for their records. 9. Complete a flood stage analysis if determined necessary Cardno will complete a HEC RAS model for the projects if required by the IDNR. Initially we believe this may be necessary only for the modification of the gravel bar in the stream; however, we will complete the modeling as required by the agencies for all of the three projects as necessary. 10. Model functionality and/or impact of proposed project with respect to condition of the water body. Cardno will update the Region 5 model from the feasibility study to estimate the amount of nutrients and sediment removed by each of the proposed projects. 11.Conduct a wetland functional assessment or vegetation survey This task was completed during the feasibility stage which found that there are no wetland impacts associated with the project and no threatened or endangered species present at the project sites. Cardno will include native plantings in the project design. f i 1 12.Complete engineering feasibility report Cardno will complete a draft and final bound engineering feasibility report illustrating no less than the following: A. Executive Summary. B. Statement of project purpose. C. General overall project description. D. Heading and summary for each project task with accompanying appendices if necessary. The appendices should include (if applicable) but are not limited to: 1. All pertinent data, including field sheets 2. Engineering calculations and geotechnical investigation information 3. Computer model input and output 4. All pertinent and appropriate project correspondence 5. Necessary maps, charts, graphs, computations and computational breakdowns 6.
