ARCHITECTURE + PLANNING PROPOSAL October 29, 2019 City of South Bend c/o: South Bend Code School 227 West Jefferson Blvd. South Bend, IN 46601 Re: Technology Resource Center Suite 120 Dear City of South Bend, On behalf of EPOCH, I would like to thank you for giving us the opportunity to present to you this proposal for professional services regarding a tenant build out for the South Bend Code School at the new Technology Resource Center at Catalyst 2. We understand your goals and will act on your behalf to ensure the project is delivered with that single focus. Being good stewards of your resources, we will continue to balance our time required with the results you expect with this project. PROJECT SCOPE We understand that you would like Epoch to provide design services to facilitate all phases of design for a tenant build out for the South Bend Code School at the Technology Resource Center Suite 120. These phases will include Design Development, Construction Documents, Bidding, and Construction Administration. To produce a finished and completed design Epoch will work with Great Lakes Capital/Bradley Company, South Bend Code School, and all other necessary consultants and specialists to provide a set of construction documents that can be submitted for permitting reasons and can be bid. It is our understanding the proposed build -out will not be required to go through the City's Public Bid process. EPOCH's scope of work will include architectural, mechanical, electrical, and plumbing drawings for TRC Suite 120 based on the South Bend Code School's program which was defined to us as an open office concept with an exposed structural ceiling w/ suspended LED light fixtures, and small open kitchenette with a single bowl sink, refrigerator/freezer. It is our understanding, based on our work on the Technology Resource Center, the electrical service and existing rooftop equipment servicing the existing suite(s) is adequate for the build -out. We will verify conditioning capacity of the existing rooftop units based on the new occupancy use of the space. We understand that new ductwork from the existing rooftop HVAC equipment will need to be included, however, replacement of main building systems, and additional mechanical and electrical equipment design is excluded from the scope as additional services. 300 W Jefferson Blvd., Suite 200, South Bend, IN 46601, P: 574-307-9990 October 29, 2019 F?ggf ,gym p Existing suite fire protection and alarm system reconfigurations shall be provided by others. Electrical power and lighting design are limited to code required receptacles, egress lighting, and new open ceiling lighting layout. A power distribution and electrical meter connection diagram are excluded from the scope as additional services. Other exterior lighting, including exterior signage is excluded from the scope. The project scope presented here includes all the services listed below in our combined fee. A more detailed proposal with individual line items can be provided if necessary. Additional services can be provided outside of this scope. Fee proposals can be generated for those services if and when they would be deemed necessary. TEAM MEMBERS • Epoch Architecture + Planning Architecture • Millies Engineering Mechanical, Electrical, and Plumbing FINAL DELIVERABLES Drawings and sheet specifications will be completed for bidding and construction permitting purposes. Upon completion of construction documents and your final approval we will submit signed and sealed electronic drawings as well as completed COMcheck lighting compliance report to the St. Joseph County Building & Safety Department for plan review. ESTIMATED FEE Based on the scope described above we propose a fee of $6,500 plus reimbursable expenses. INCLUDED SERVICES 1. Design Phases a. Design Development: One space plan development meeting to review layout, electrical and low voltage locations. Construction Documents: Specifications will be provided on the drawings. i. Code Data Summary and Life Safety Review ii. Architectural Floor Plans & Schedules. iii. Mechanical, Electrical, Plumbing Plans, and Schedules iv. COMcheck Lighting Compliance Report (Building & Safety Department review fees charged as a normal reimbursable expense). c. Bidding: i. Assist in review of the bids and recommendation for bid award. d. Construction Administration: i. On -Site Observation Only — (3) visits 1. (1 of 3) visits for Punch List Review. ADDITIONAL SERVICES 1. City's Public Bid Process & State Submittal. 2. Structural Engineering 3. MEP Engineering: Additional HVAC, electrical metering, and lighting / power design beyond project scope. Normal reimbursable expenses (i.e.: state plan review fees, mileage, printing, copies, photos, binders, special deliveries, etc.) are not included in our base fee and will be invoiced separately at our cost plus 10%. We would expect to receive payment of our invoices within thirty (30) days of invoice date with 100% of our fee due upon completion of our documentation. All unpaid invoice balances exceeding thirty (30) days of invoice date will be charged interest at the rate of 1.5% per month.
