The Board of Public Works, at its meeting held on November 12, 2019, approved the above
referenced agreement for Poppy Road lift station repairs and lift station life cycle Analysis
in the amount of $7,570 for a new total $48,770.

AMENDMENT NUMBER I TO OWNER -ENGINEER AGREEMENT
1. Background Data:
a. Effective Date of Owner -Engineer Agreement: Au st 27, 2019
b. Owner: Board of Public Works, City of South Bend, Indiana
C. Engineer: American Structurepoint, Inc.
d. Project: Poppy Street Lift Station Force Main Repair
2. Nature of Amendment

3. Description of Modifications:
a. The backwater valves on CSO 003 have failed and allow river water to enter the
sewer.
1) Research backwater valves that can be installed in the existing structure and
can prevent the 500 year flood elevation from backing into the existing sewer
system. Assume that the largest storm from the typical year is the flow that
must pass the valves. Provide recommendations on which valve best suits the
City's goals. Review valve alternatives with City staff. Finalize selection of
valve.
2) Determine the structural support required for the selected valve.
3) Develop installation plans and specifications to be used to quote the
installation of the new valves.
b. Life Cycle Analysis of Developer Provided Lift Stations
1) Develop a methodology for developers to use to justify the construction of
lift stations which will only serve the proposed development.
2) The life cycle analysis shall include:
a) How the capital cost for the lift station and force main as well as the off -
site gravity sewer which could be installed instead of the lift station
should be calculated.
b) Operation and Maintenance tasks associated with the lift station as well
as gravity sewer.

c) Determine the appropriate maintenance cost, power costs, and remaining
useful life factors, yearly power cost increase percentage, yearly labor
cost increase percentage, and discount rate. How to apply these costs to
the life cycle analysis.
3) Prepare a narrative on how to calculate the life cycle cost estimate.
4) Review documents with City staff and finalize documents.
4. Compensation for the project will be adjusted as follows:
Original Contract $41,200
Credit for unused effort on Poppy Street LS ($20 572)
Amendment No. 1 w "2 142
New Contract Total $48,770
The effort will be billed on an hourly rate basis at the same hourly rates as in the
existing agreement.

Amendment. All provisions of the Agreement not modified by this or previous Amendments remain
