Horton September 4, 1996 Mr. Roland Kelly President, South Bend Common Council Dear Mr. Kelly, Attached in the ordinance fixing the tax rate for the 1997 levy. As you know, these rates are inflated to protect our ability to levy the maximum amounts allowed by State Statue. I will provide the council information on the assessed value and an estimate on where we think the actual rates will be for 1997 during the committee meetings. We will also be advertising our estimated civil city 1997 Budgets & Tax Levy's. These amounts will be inflated for the reason mentioned above. I look forward to the review process this year!
