missioners were present for the roll call:

This Special Meeting was convened pursuant to a duly.dated and signed
Notice of Special Meeting which was hand carried and telephoned to
each Commissioner in due time, form, and manner,as required by law.

OF THE SOUTH BEND REDEVELOPMENT.COMMTSSION,
GOVERNING BODY OF THE CITY OF SOUTH BEND,
DEPARTMENT OF REDEVELOPMENT
Notice is hereby given that a Special Meeting of the South
nd Redevelopment Commission, Governing Body of the City,of
uth Bend, Department of Redevelopment, will be held in Room
00, County -City Building, 227 West Jefferson, in the City.of
uth Bend, in the regular meeting place thereof, at 2:00 P.M.,
the 11th day of February,,1971, for the purpose of:
1) Discussing Urban Design Review, findings
toward project rehabilitation.

Urban Design Review Findings toward Project Rehabili URBAN DESIGN
Mr. Ashenfelter advised they had a meeting Feb. REVIEW FINDINGS

at Commission's request that someone of stature

immended that we get two other architects to evaluate

Design Review Committee met yesterday and they

The drawings are inaccurate and /or inadequate.
The specifications are inadequate and incomplete
in that they do not provide'a comprehensive and
specific list of materials to be used.

3 ) The architect's sketches do not illustrate the
upper stories and are inconsistent with the
"working drawings.
B cause the materials submitted are inadequate, the
c mmittee is severely limited in its ability to
k owledgeably review this proposal for the purpose of
d termining whether it meets all minimum rehabilitation
s andards of the Central Downtown Urban Renewal Area
P an.
Ir is, however, the opinion of this Committee that the
exterior design (particularly as depicted by the eleva-
t ons on sheet numbered 5) shows a serious lack of
coordination between the upper and lower stories and a
lack of architectural harmony between the subject struc-
t re after rehabilitation and the adjacent property.
T e architectural character thus expressed is unsatis
f ctory for this important parcel.
For the reasons outlined above, the committee cannot
recommend approval of this proposal. The committee
itivites the submission of complete working drawings and
specifications and offerssto consider them at the owner's
earliest convenience.
Mr. Hammerschmidt recommended that once a decision is made by the
Commission, immediately talk to Dr. Katz and Mr. Gardner. Give
them a set of standards, explain what is to be done and expedite
presentation.
On mot on by Mr. Helmen, seconded by Mr. Chenney, submission of
comple a working drawings and specifications are requested for
consid ration, and unanimously carried.
Mr. Harnerschmidt advised to offer Dr. Katz architectural services
for deign discussed in previous Commission meeting and advise him
he wit have additional time in his present location, until the end
of Apr 1, under Federal rules and regulations. Timing as far as
they are concerned is important.
4. ADJOURNMENT
With the conclusion of the business for which this ADJOURNMENT
meetin was called, on motion duly made and passed by Mr.
Helmen, the meeting adjourned at 2:40 P.M.
