The August 15, 2012 meeting of the Community /Campus Advisory Coalition was held at the Indiana University School of Medicine in Harper Hall's Multipurpose Room. The meeting was called to order at 3:35 p.m. by South Bend Common Council Member at Large Member Gavin Ferlic. Mr. Ferlic asked that everyone introduce themselves and to please sign in. Attendees included: Former Council Member Ann Puzzello, University of Notre Dame Representatives Tim Sexton, Student Body President Brett Rocheleau, Legends Representatives Liz Goshert and Maureen Doyle and Campus Housing Manager Jeff Slattery, Holy Cross College Representative Dan Cochran, Indiana University Representative Jeff Jones, Indiana University Medical School Representative Gail Mancini, Robinson Center Adult Program Coordinator Marguerite Taylor, Mark Kramer of Kramer Properties, South Bend Police Uniform Division Chief Jeff Walters, St. Joseph County Police Sheriff Michael Grzegorek, Attorney Richard Nussbaum, City of South Bend Employees, Assistant City Attorney Ann -Carol Nash, City Code Enforcement Director Cathy Toppel, and Paralegal Pamela Paluszewski, ADT Representative Linda Sokol and South Bend Tribune Reporter Margaret Fosmoe. Gavin Ferlic gave an update on housing in the areas particularly as it pertains to students, and it is related to "grandfathered" or nonconforming use of properties zoned for single family use. He stated that there is a non - conforming issue if a student property is zoned for single family use. He stated that a property is no longer legally non - conforming if the property is used for student housing, and then a single family is placed in the property. It cannot revert back to student housing under the grandfathering rules. Once it is approved for student housing it must remain that way, or that non- conforming use will be lost. If a property is empty, but the owner is still marketing the property as student housing it does not lose that status. Tim Sexton added that when someone notices the use has changed, they need to report it immediately to document it. Cathy Toppel added that the property should be reported to the Building Department so that they can determine if the use is correct or not. She also stated that if there are students in a property, the property can be grandfathered for such use too. Marguerite Taylor state that there is a single family property located at 1965 Corby in 2011, but now has students living in it. Ann Puzzello stated that there is a duplex located at 1260 LaSalle which is grandfathered for students but now has a family living in it. Mark Kramer asked whether a vacant property that is being rehabbed, can remain as student housing. Cathy Toppel confirmed that if his intent is to keep it as student housing, it would be fine. She added that they are working on solutions for student houses and the large number of homes that are being transformed into student homes. They are trying to enforce the code violations on these. Gavin Ferlic asked Dick Nussbaum to spread the word about the housing issue through the NNRO so that people can be aware that a change in tenants can mean a different zoning status for the housing. Tim Sexton stated that six (6) new homes are being developed within the Triangle Development area and more single family homes are to follow in the area. He also stated that more apartment complexes are being developed in the area. In Roseland, there is a large apartment complex that is being constructed from Douglas Road up to Pendle Street. This complex will be able to house up to 400 students. He also stated there is an East — West connect from US 933 to Ironwood. There will be turn lane on Douglas to help with this as well. An inquiry was made as to whether the South Bend Housing Authority located on Indiana 23 was being moved. Marguerite Taylor stated that the State of Indiana was taking some of the property on 23. Tim Sexton stated that the NNRO purchased some of the South Bend Housing units. Also, he stated that Harris Liquor Store on 23 was now owned by the NNRO and would be torn down by the end of September. NOTRE DAME Student Body President Brett Rocheleau stated that the Freshman Bus Tour would take place on Monday, August 20th and the Safety Summit would take place on August 27tH The Good Neighbors Guide would be handed out at those events. Maureen Doyle of Legends stated that the B100 Block Party would be taking place on August 25th° outside of the North side of Legends. Music would take place from 5 — 11 p.m. and will definitely end at 11. They are expecting about 5000 students and there have been letters distributed to the neighbors about this upcoming event. Legends was excited that they have reserved the band "Boys Like Girls" for the event. Maureen Doyle stated that students must have a student ID to attend the event. She encouraged anyone to call Legends if they have any questions or concerns. HOLY CROSS Holy Cross Representative Dan Cochran stated that is was a new school year with new students and they were looking forward it. 2 INDIANA UNIVERSITY SOUTH BEND Jeff Jones stated that IUSB will open on August 27th and they had 8000+ students enrolled for this year. They also have 88 beds available for student housing. The old Associates building on campus is being rehabbed and will open in March 2013. INDIANA UNIVERSITY MEDICAL SCHOOL Gail Mancini stated that currently that have two (2) classes going on and IU students might want to attend the B100 Block party as well. MISCELLANEOUS Linda Sokol stated that she represents ADT security services and was available to help with any security matters the students or landlords might have. Ann -Carol Nash stated that the St. Joseph Regional Airport is conducting a Mystery Rider Program. Contact person is Sandy Schick (574.282.4590 x229) She is requesting that people who take a taxi to or from the airport fill out a survey on their experiences. There is a $15 payment, plus fare to be paid if someone is willing to do the paperwork on this. Jeff Walters stated that South Bend Police Department met with the student government to reinforce safety for the new school year. Sheriff Grzegorek stated that that alcohol laws were discussed and passed out along with the noise ordinances. Brett Rocheleau stated that a large email about the good neighbor program, safety, noise and alcohol ordinances and will be distributed to their student body next Thursday. Mark Kramer stated that a large number of students stayed in his housing over the summer and that there was very little crime. One air conditioning unit that was stolen was all that he knew of. He requested that Notre Dame supply him with the Good Neighbor Guides to distribute to his student tenants. Dick Nussbaum has been attending CCAC for approximately five (5) years. It started with a great concern over the neighborhoods, and he has seen it come a long way and it has been a very successful quasi- committee. Marguerite Taylor stated that CCAC started out in crisis mode but has now is a great communication tool. She stated that neighbor, Matt Costello, who usually attends the CCAC meetings but was not in attendance today wanted the committee to know that the end of last year's school year was good and the summer was too. Marguerite added that she lives on Corby near Notre Dame and Hill and there are lots of students living in this area and they are respectful. Marguerite wanted to clear up some false rumors that Perley school was being sold and the Robinson Center was being re- located there. She added that the Robinson Center would be hosting its Back to School picnic on September 14th from 5:30 — 7:30 p.m. Ann Puzzello wanted to remind students to look out for older people in their neighborhoods and to help them. She stated that older people might not be able to pay students for their services, but often would bake for them. Gavin Ferlic stated that there was a draft of a survey that was going to go out to all college students in the area about South Bend. The survey was designed in hopes of retaining students after graduation. Members of the CCAC could request a copy of the survey for their information. The next meeting is scheduled for Wednesday, September 19, 2012 at 3:30 p.m. at the City of South Bend's Animal Control Shelter, located at 521 Eclipse, South Bend.
