SPECIAL MEETING MARCH 3, 2008
Be it remembered that the Common Council of the City of South Bend, Indiana, met at
the College Football Hall of Fame, Press Box, 111 S. St. Joseph Street, South Bend,
Indiana, 46601 at 7:00 p.m. The meeting was called to order by Council President
Timothy A. Rouse and the Invocation and Pledge to the Flag were given.

SPECIAL BUSINESS
A. COUNCIL PRESIDENT READING OF SECTION 2-3.1 OF THE SOUTH
BEND MUNICIPAL CODE
Council President Timothy A. Rouse advised that the Mayor is required to address the
Council each year and provide an overview of the City’s finances and the general
condition of the City in this address, pursuant to the provisions of the South Bend
Municipal Code §2-3.1.
B. MAYOR’S ANNUAL ADDRESS TO THE CITY COUNCIL, PURSUANT TO
SECTION 2-3.1 OF THE SOUTH BEND MUNICIPAL CODE
From 7:07 to 8:15 p.m., Mayor Stephen J. Luecke presented to the Council the annual
State of the City Address. A written copy of the Mayor’s address is available in the City
Clerk’s office and on the official City of South Bend website:
www.southbendin.gov
ADJOURNMENT
There being no further business to come before the Council, President Rouse adjourned
the meeting at 8:20 p.m.
