Motion for approval was made by Rev. Williams, se- conded by Mr. Chenney. The minutes, as submitted, were u animously approved by all Commissioners.: 3. Mr. Bellinger apprised this.is the first time we re- ceived communciation of this kind. Mr. Helmen stated: "Those are the kind we are happy about." 5. NEW BUSINESS a. Originally, steel guard- PARK URBAN RENEWAL rails vere contemplated along the alley at the cul -de- PROJECT, R -57 sacs ii order to control and deter traffic. Existing steel osts, linked with chains, have not proven effec- tive, is motorists and truckers still persist in driv- ing ac oss the lots and sidewalks to Western Avenue. Our la dscape architect has recommended using creasoted wood p sts, which are rail ties, six (6) feet in length, to be laced in an upright position, along the alley at the cu -de -sacs. These posts will give a rustic appear - -; ance, ith plants to be placed in front of each of the posts, which will be more attractive in residential amenities. Mr. Bellinger apprised that these posts' will serve to deter through;traffic,and decreases the cost io the net amount of $1,535.00, in comparison with -4- 5. NEW BUSINESS (Cont' the gu rdrar'4s which would cos -t' $4,125.:00,. This approach is' more pleasing, results in a -savings of $1,535 00 and will serve'the' same purpose. Mr. Ch nney asked who would-be responsible -for mainte ance after the project is closed out. 'Mr: Bellin er apprised that little maintenance -wiI1 be requi d, but it will be the•re'sponsibiTity of the City. Mr. Helmen inquired what kind of maintenance would a needed on ties? President Wiggins stated: "None. It will last with ereasote." He also stated some oF the biggest offenders in damaging :these rails were d livering trucks. C., Disposition Contract- This is a request:. - DISPOSITION CONTRACT, for authorization for the President and Secretary PARCEL NO. 17 -1A, to execute the Disposition Contract for Parcel 17 -1A. LASALLE PARK URBAN This is a 20 foot parcel'that -s to be purchased. RENEWAL.PROGRAM, R -57 by the adjoining property owner. Mr. Wilhelm asked -, what will be done with`the rest of the,lot? Mr. Bellinger apprised it has already been sold, and this is to consummate the sale of transaction. On motion by Mr. Wilhelm, seconded by Rev. Williams, the President and Secretary were authorized to execute the Disposition Contract for Parcel 17 -1A. d. Rehabilitation Grants: Approval was re- f for our re a i tation grants, in the LaSalle Park Urban Renewal Project''R -57, for`- the-following parcels: Parcel Nos. 20 -28, 21 -22, 21-54:& 34 1R21. On motion by Mr. Wilhelm, seconded by Mr. Chenney, the rehabilitation grants for the above- stated parcel were unanimously4pproved °by all Commis -sione s. -5- REHABILITATION GRANTS APPROVED, PARCEL NOS. 120. -28, 21--22,-21-54 &.34 -21, LASALLE PARK URBAN RENEWAL.PROJECT, R -57 5. PROGRESS REPORT Mr. Bellinger apprised the Commission of three TRIBUNE SERIES series of articles in The South Bend,Tribune, which covered our relocation and .rehabilitation staff and a activi ies, edited by Mr. Marchmont.Kovas:.. Mr. Bellinger stated the articles were very well covered and.Mrl. Kovas did an excellent job. Williams inquired as to the rent supplement program, eligibility requirements, rent.amounts, etc.,., and th t he would like to have copies of the rent -7- 6. Anyone can become a tena tin the Greater South Bead Housing Corpora - tion, f they are willing and financially able :to pay th full amount of rent; which is $136 per month. The door is wide "open -to anyone who has the money. Supplement payments, however, depend on the individual's income. Rev. Williams stated that this was a. good idea. Many residents believe they have.not been :treated fairly, discrimination in amounts paid in rent subsidies, and do not come in the office to getfactual information" as they feel they will not =be treated justly. Mrr Bellinger apprised the people who do come in to talk with o r staff and, after discussing the program, leave with the feeling they have -been treated fairly: Rev. Kirk apprised the regulations for the Rent RENT SUPPLEMENT Supplement Program, FHA No. 2504, are as follows. PROGRAM :REGULATIONS "The law provides that a tenant must meet certain eligibility tests - before he can receive rent supplement: "l. His income must be within the income group served by public housing. 11`2. -He must qualify under one of the following .categories: a. Must be displaced by governmental action, such as urban renewal, code enforcements, highway developments, etc. b. Either he or his spousemust be 62 years of age, or older. C. Either he or his spouse must be physically handicapped. d. He must now be living in substandard: housing.: -8- 6, EGRESS REPORT (Cont'd) e. ` His present,' or former dwelling,, must have been destroyed or exteh= sively damaged by natural disaster in an area determined by the Small Business Administration, since April 1, 1965, to be a disaster area." Rev. W lliams asked if this could be given to him in writin , and Rev. Kirk said copies of the eligibility .requir merits ; will be provided. Presid nt Wiggins apprised the "variations that oc- cur at the result of the guidelines and the regula- tions hat differentiate between conditions and eco- nomic tatus. The opinion is the variations occur at the pl asure of the Commission or of the staff. We need to stress these variations ace not the whim of some person, but regulations that must be followed by the Department." Mrs. Guy P. Curtis made the suggestion that there be more public information in pamphlet form, and these should be distributed to the people in the neighbor- hood. "Word of mouth is varied - -have it down in black and white." State the conditions the people may quali- fy for loans and assisted housing, and have it in simplified form for the people to read.
