APPROVAL OF MINUTES The Commission unanimously approved the regular minutes of September 19, 1968, on motion by Mr. Kompar, seconded by Mr. Helmen. 3. APPROVAL OF CLAIMS Motion to approve payment of the claims was made and the "ayes" were unanimous for payment. The claims were discussed in the private session and signed -- totalling $46,265.04. Cole & Son, Inc. letter dated September 30, PARCEL #17 -19 1968, Parcel #17 -19, LaSalle Park Urban Renewal Project, R -57: LASALLE PARK This is the initial parcel Mr. Warren Outlaw purchased, on which the URBAN RENEWAL soil was uns itable for building. In our previous meeting, the PROJECT, R -57 Commission had approved soil engineers to evaluate the land for building purposes. The additional cost would be from $2,000 to $2,500 for either of the following two solutions suggested: 1) 18 single posts driven in ground with grade beams constructed across the posts in order to house or support iousing structure. 2) Construction of a reinforced concrete box which would be ome a floating foundation for the house and no settl ment would occur. b. ChasL W; Cole & Son, Inc., letter dated September 30, 1968, Parcel #18 -10, LaSalle Park Urban Renewal Project, R-57: This lot met with Mr. Warren Outlaw's needs for a single family dwelling. This lot was evaluated in order to avoid recurrence of the problem incurred with #17 -19. Per the soil engineer, this lot checked out satis- factorily and no difficulties should be encountered in building by Mr. & Mrs. Outlaw. c. This Resolution further sta es Mr. Outlaw is to be refunded his initial purchase pr ce for the lot in which he ran into unsuitable soil condit ons, Parcel #17 -19, in the amount of $898.00. The Resolut on also considers, subject to HUD approval, the out-of-pock pt expense incurred in the excavation of the base- ment and of er incidental cost involved in the property not being suita le for building. This reimbursement item is in the amount f $115.00, and this would be a Federal Government considerate n on whether to accept the cost as a site preparation On motion by Mr. Helmen, seconded by Mr. Kompar, Resolution o. 236 was adopted. c. Chahge Order No. 2, Contract Div. I, Part B, Chapin Street Urbaii Renewal Project, R -29: This change order is fo extra piles and excavation on the Pedestrian Overpass in the Chapin Street Project. This work was authorized sometime back by the Commission. The amount of Change Order No. 2, in the amou t of $1,159.62, was approved, on motion by Mr. Kompar, sec nded by Mr. Helmen. d. Cha ge Order No. 4, Contract Division I, Part A, Chapin S t re t Urban Renewal Project, R- 9: Additional material wa required to backfill excavations for Chapin Street and hannelization at Western Avenue, which were of greater olume than estimated because of the extent and size of the substructures remaining after the demolition work. The total increase was $21,150.14, and this Change Order was approved on motion by Mr. Kompar, seconded by Mr. Helmen. e. Investment of Funds, LaSalle Park Urban Renewal Project R -57: Project Expenditures ccoun Fun R-57, LaSalle Park._as received a partial grant payment from the Federal Government. This money is not needed at this time and the request is to invest $100,000 for thirty (30) day period, and $200,000 for ninety (90) day period. Authorization to invest the funds, as specifie , was made on motion by Mr. Helmen, seconded by Mr. Kompar. m. Rehabilitation Grants, LaSalle Park Urban Renewal Project, R -57: Two rehabilitation grants for Parcels #23 -21 and #23 -22 received ap roval. The total rehabilitation grants issued to area reside is is now about 70. These 'grants do not exceed $3,000 and are use for bringing a home up to acceptable project standard. These two s ecified grants were approved, on motion by Mr. Kompar, seconded by Mr. Helmen. n.
