The Commission unanimously approved the minutes of the regular meeting of
July 7, 1966, upon the motion by Mr. Louis, seconded by Mr. Koczan.

4. COMMUNICATIONS
a. Housing Authority of South Bend letter dated July 15, HOUSING
1966 assures the Redevelopment Department of priority AUTHORITY
preference for displacees of the Industrial Expansion PRIORITY
Project, R -56. The letter will be included in the, final PREFERENCE,
project report for this project. R -56
b. Since the recent meeting held on problems relating to ACQUISITION
acggis tion prices for properties in-the LaSalle Park Project, APPRAISALS
the st ff has written to all three independent appraisers asking R - 57
for reexamination for possible omission of additional property
values in their acquisition appraisals. The staff-received
a letter from the North Central Appraisal Company dated.July 18,
1966 v rifying that appraisal work'is correct and does reflect
the fa 'r market value.

7. NEWIBUSINESS

was approved by the Commission upon the motion by Mr. Koczan, 141, R-29
seconded by Mr. Helmen. Resolution 141 authorizes the sale,
issuance, and delivery of prelininary loan notes in the amount
of $55.7,000, with interest rate ' at 3.50%, to the National Bank
and Trust Company of South Bend, the execution of Requisition.

8. PRdGRESS REPORTS--
' LaSalle Park R-57, Overall Report. The staff explained LASALLE

.activities,, and estimates completion in July, 1969.
The third step to'be taken is site clearance, and is
expected to begin in September, 1966, and completed in September
1969.
Pourth, is site preparation, and might begin in September
1966; completed December.1968.
Fifth, disposition is expected to begin in December 1966,

Developers-for LaSalle Park R -57. The staff has DEVELOPERS
had some discussion with interested redevelopers for the FOR LASALLE
project. The Indianapolis FHA office has been alerted for PARK
a rent supplement application from South Bend. The

the Re evelopment Department must give the assurance to the
redeve oper that he will purchase land from the Department

apprai als of the land. After review and Commission approval,
the av rage will be sent to the Chicago office for concurrence;
after hick the Department can immediately look into advertisement

Free architectural services. Free architectural service ARCHITECTURAL
will be provided to any family undertaking rehabilitation in the SERVICES
LaSal1 Park area; after the Commission gives approval for
this type of third party contract. The staff is negotiating
such a contract.
- FFUL Mort age Loan Resort. South Bend banks will be
contacted for participation in low interest FHA loans.
Realtors who are interested are urged to post property
for sale or rent with the Relocation Office. Families
needin relocation services are asked to work through the
Reloca ion Office thereby assuring confidential needs of the
family being met.
