1. A meeti g of the:South Bend Redevelopment Commission was.held at the office
of the Commission at Suite 1001, .120_West LaSalle Avenue in the City of South
Bend, India a, on the, 13th day. of "July, 1967, at 4:00,P. M., being a special
meeting of aid Commission and called pursuant to written notice delivered
to all of t e Commissioners in accordance-with the Bylaws of the South Bend
Redevelopme t Commission.:

Since all C mmissioners were present, . business other than was stated on the
Special Mee ing Notice was acted upon. The stated purpose of the meeting was
to act upon an Addendum to the Demolition Contract, and to hear a progress
report of tie Diagnostic Survey, both for the LaSalle Park Project, R -57.
a. Addendum No. 3 to Demolition.Contract, LaSalle Park R -57. ADDENDUM NO. 3
The Commission approved the motion by Mr. Helmen, seconded by- Rev.. Kirk, TO DEMOLITION
that Addendum No. 3, subject to Chicago DHUD approval, be executed CONTRACT, LA-
with Woodruff and Sons for the work to be completed under the first SALLE PARK,
Demolition Contract for the LaSalle Park Project, R -57. The Addendum R -57
route was c nsidered best since the 19 buildings are ready for
demolition and the readvertisi-ng route would be too time consuming.
b. Site Im rovement Bid Advertising, LaSalle Park, R -57. The
Chicago DH D office letter of July 12, 1967 gives approval or the-,
contract d currents for the site improvements in the LaSai1 Par°I`
Project, R-57, therefore, upon the motion by Mr. Chenney, seconded
by Rev. Ki k, the Commission gave staff permission to advertise for
bids on the 21st and 28th of July, with bid opening to be August 15,
1967.
C. Site Improvement Bid Advertisin , Chapin Street, R -29. The
consulting engineer for the Chapin Street Site Improvements has

of United Community services gave a thorough initial

of the work being done on the Diagnostic Survey in

staff was fully,coordinated
through, and participated in by the
LaSalle Park
District Council. The carefully selected staff,
consisting
of nurse - Mrs Vivian Schell, Social Worker - Miss Mary
Jo Black, and
Interviewers - Elijah Anderson, Mrs. Annie Dorris,
and Miss Judith
Morgan, began work on June 21, 1967. A:formal
orientation
was held with the staff and UCS Neighborhood Services
Coordinator
Sam Winston on June 26th, and then on the 29th and 30th
of June the
staff spent full time in the project area. The staff
projected that
at least 75 interviews could be handled per week,
and to date
83 have been completed. The problems uncovered mostly
relate to health,
such as dental needs, immunizations, etc. The
information
is cataloged and after careful study the nurse or
social worker
will then refer the family to the proper agency.
Also, along
with the direct work of the Diagnostic Survey, Mr. Winston
is recording
informative data to submit to various appropriate city
and county
agencies. Mr. Winston pointed out that the residents
have been very
cooperative, but it may be a little soon to say there
would be no
refusals. Problems of refusal might arise around the
Meade Street
locality. General feelings toward urban renewal is
much better.
Mr. Winston stated that valuable guide lines are.
being devel
ped for other urban renewal projects having diagnostic
surveys. Tie
question was asked as to why it took so long to
get this di
gnostic survey work started, and Mr. Barbe said the
reasons bei
g (1) to 'coincide the survey along with the demolition
work, and (
) the inadvertent wording in the description of the
original co
tract submission to Chicago in which the term "social
service" was
used, and social service is not a permitted use of
project fun

done.

inquired,as to what the status is in connection with the

a. Rel cation Progress Report, LaSalle Park- R -57. The total RELOCATION
work load f r the Relocation Office is 116 families and 9 indivi- PROGRESS RE-
duals. To late, 70 families and 7 individuals have been relocated, PORT, LASALLE
thus leavin a work load of 46 families and 2 individuals. Relocation PARK, R -57
Readjustmen Payment claims are being consistently filed in order to, .;
eliminate w at happened in the Chapin Street Project in connection
with readju tment payments. Mr. Scott reported that the general
response ha improved in the area because the residents are
seeing some king happening, such as demolition, water main installa-
tions, diag ostic survey work, etc.
b. Wee4 Cutting. In response to the question about the Redevelop —WEED CUTTING
ment Department having any weeds to be cut, Mr. Barbe said yes there
were some aid the services of the part time man hired for this purpose
would be utilized again. The Redevelopment Department has no control
over the Ch pin Street Project land however, and any weeds there
would be ha dled by the redevelopers.
c. Plar Area Parcel 11 -8 LaSalle Park. Mr. William Drake,
South Bend Jrban League, reported that the playground area recently.
loaned to ai interested group of children by the Redevelopment De-
partment is still being developed. The lot has been cleaned off,
and so far he only donations have been one picnic table and a swingset.
However, by this weekend the J. C.'s will have more equipment.to,
donate to t e children—This has been a good project for the children.
d. Houiing Study Survey. Mrs. Curtis accommodated the Redevelop-
ment Commis ioners with a report of the Housing Study Survey being
conducted u der the auspices of the Public Housing Authority and
the Notre D me Research Laboratory recently contracted with by the
Redevelopme t Department. A copy of the survey questionnaire will be
provided tha Commissioners. The team is very well organized and will
enter 17 ce sus tracts which congregate low income families., This is
a study in lepth and will reveal such things as how many South Bend
people are n relief,'how low income people feel about public housing,
do they wan the leasing, program rather than public housing, Since
there is ex reme urgency and a Common Council decision is needed
before acce tance of a Lease Program in South Bend,.the.Common
Council has asked for a meeting with the staffs of the Redevelopment.
Department and the Housing Authority to receive a detailed explanation
of the pro g am and to get more information to the Common Council
Housing Co ittee of which Mr. Laven is Chairman.
