HomeMy WebLinkAbout02/13/08 Board of Public Safety Regular MeetingMW PUBLIC AGENDA SESSION FEBRUARY 13, 2008 The Board of Public Safety met in the Public Agenda Session at 8:08 a.m, on Wednesday, February 13, 2008 with Board President Donald I,. Alford and Board Members Juanita Dempsey, Bruce .I, BonDurant, and Patrick D. Cottrell present. Board Member Jack Deed was not present. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar. The meeting was held in the Board of Public Works Meeting Room, 13"' Floor, County City Building, South Fend, Indiana. Board members discussed the following items From that list. - Promotions - Police Department Mr. Bodnar asked Chief Boykins if the two Sergeants being promoted to Lieutenant were permanent promotions, or temporary assignments. Chief Boy-16ns stated they were being placed on special assignment for a period of one year. Mr. Bodnar noted that the Board does not need to take any action on these assignments; the Board only acts once the officers are permanently promoted. Mr. Bodnar stated that the third promotion is a promotion to Captain, one of the third highest ranks in the Police Department so the Board just acknowledges this promotion. - Monthly and Annual Statistics — Fire Department Fire Chief Buchanon stated that investigations in January were nearly half of what they were in December because there were not many fires. He pointed out the property damage resulting From fires in .January was only $56,250.00 compared to $247,720.00 in December. Martin; Clerk EXECUTIVE SESSION FEBRUARY 13, 2008 The Board of Public Safety met in the Executive Session on Wednesday, February 13, 2008, at 8:40 a.m. The meeting was held in the Mayor's Office, 14'x' Floor, County City Building, South Bend, Indiana, for the purposes specified in I.C. 5- 14- 11.5 -6.1 (b) (2) (B), and (b) (6) (A). Board President Donald Alford and Board Members Juanita Dempsey, Patrick Cottrell, and Bruce J. BonDurant were present. Board Member Jack Reed was not present. Also present were Police Chief Darryl Boykins, Eire Chief Howard Buchanon and Board Attorney Thomas Bodnar. board members did not discuss any subject matter other than the subject rear as specified in the Public Notice. Martin, Clerk�, REGULAR MEETING FEBRUARY 13. 2008 The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, February 13, 2008, with Board President Donald Alford and Board Members Juanita Dempsey, Patrick D. Cottrell, and Bruce J. BonDurant present. Board Member Jack Reed was not present. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar, The meeting was held in the Board of Public 'Vvorks Meeting Room, 13th Floor, County Cit., Building, South Bend, Indiana. APPROVE MINUTES OF PREVIOUS MEETMGS Board President Donald Alford advised that if there were no objections by mernbers of the Board, the minutes of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on January 23, 2008 would be accepted as submitted. POLICE DEPARTMENT ACCEPT SPECIAL ASSIGNMENTS — DAVID NEWTON AND STEVE NOONAN In a letter to the Board, Chief Boykins recommended that Sergeant David Newton be promoted to the rank of Lieutenant in the Uniform Division, 3`a Detail effective February 1, 2008, and Sergeant Steve Noonan be promoted to the rank of Lieutenant of the K9 Unit effective February 6, 2008. Mr, Bodnas noted that these were not actually promotions, but Special Assignments. Once the officers complete one year in Special Assignment, they shay be eligible for permanent promotions, Therefore, President Alford offered congratulations on behalf of the Board and accepted the Chiefs letter to be placed on file. ACKNOV,TEDGE PROMOTION — JEFF RYNEARSON In a letter to the Board, Chief Boykins recommended that Lieutenant Jeff Rynearson be promoted to the rank of Captain in the Uniform Division, 3 d Detail effective February 1, 2008. in his letter Chief Boykins stated that Lieutenant Rynearson was appointed to the Department on January 9, 1991, and � "I — Ll REGULAR MEETING FEBRUA ZY 13 200 on April 27, 1994 he was transferred to the K9 Unit. On April 28, 1999 he was promoted to the rank of Sergeant in the K9 Unit and then ire_ September of 2005 he was promoted. to the rank of Lieutenant of K9. President Alford acknowledged the promotion and offered congratulations on behalf of the Board, FIRE DEPARTMENT FILING OF MONTHLY STATISTICAL REPORT — JANUARY 2008 Chief l-loward Buchanon submitted to the Board the monthly report for the month of January 2008 compiled by the Preventiore"Inspection Bureau of the Fire Department.
