The Commission unanimously approved the minutes of the regular meeting of
August 3, 1967, upon the motion by Mr. Chenney, seconded by Rev. Kirk.
3. APPROVAL OF CLAIMS

a. Received City of South Bend Workable Program Certificate which
certi ies federal approval of local federally assisted programs
until March, 1968. The staff is keeping abreast of the

Impro ement Contract, Chapin, R -29, for Division I Part A to
Rei th Riley Constructsi loan Co., Inc.
5. NEW BUSIN
a. The C mmission voted to approve the execution of the Chapin
Street Site I provement Documents, R -29, for work to be performed
under Divisiol I, Part A in the amount of $156,921.55, and Divi-
sion II in tha amount of $269,207.05, awarded to the Reith -Riley
Construction ompany, Inc. upon the motion by Mr. Kompar, seconded
by Rev. Kirk. Legal attorney, Bruce C. Hammerschmidt, has found
the documents to be in order.
b. Bid o ening for the Water Taps Site Improvements in the
LaSalle Park roject, R -57, was held on August 14, 1967. Six bids
were received. Upon staff recommendation, the Commission awarded
this contract to the low bidder, 0. J. Shoemaker,.Inc. of South
Bend, i*n the mount of $9,853, after Chicago DHUD concurrence,
on the motion by Rev. Kirk, seconded by Mr. Kompar.
.c. Bids or the remainder of the Site Improvements for the
LaSalle Park roject, R -57, i. e. street excavation, street sur-
facing, sidew lks, curbs, gutters, and sewers, were opened on
August 15, 19 7. Upon recommendation of Engineers, Chas. W. Cole
and Sons, and because the bids were above Engineer's Estimates, the
Commission voted to readvertise for these site improvements, subject
to Chicago DHUD concurrence, on the motion by Mr. Chenney, seconded
by Rev. Kirk.
d. The C mmission approved the staff's request to attempt to
have waived tie federal requirement whereby relocation claims must
be submitted qithin six months from date of move, for a particular
case involvin3 Parcel 27 -3, LaSalle Park Project, R -57, upon motion
by Mr., Kompar, seconded by Mr. Chenney. The claimant moved himself
eight months ago and under normal relocation benefits he would be
entitled to $54.00. The claimant states that he did not fully under -
stand federal requirements for relocation payment.

f. The C mmission gave approval for the execution of a Certi-
ficate of Com letion for South Bend Lathe, Parcel 6, Sample Street
Project, R -7, upon motion by Mr. Chenney, seconded by Rev. Kirk.
This Certificate is accompanied by an Affidavit prepared by
Mr. Hammersch idt verifying that final inspection of the parcel
indicated all improvements are in compliance with the urban
renewal plan 4nd permits the return of the good faith money.

parcel owners. Each owner has been diligently pursued for purpose
of purchase of said property, but with no result.
