The Commis ion unanimously approved the minutes of the regular meeting of
October 5, t1967, upon motion by Mr. Chenney, seconded by Rev. Kirk.

Dept. to proceed with Part IT of Project Application for Industrial
Expansion Project, R -56, because of deadline being Dec. 16, 1967, after
which the project is subject to termination.

The Commission approved Resolution 201, authorizing a
revi!;ed application for survey and plans for the Indus-
aria , Expansion Project, R-56, and approves submission
of second and third acquisition and reuse appraisals to
Chicago, upon motion by Mr. Chennp'y, seconded by Rev.
Kirk
Resolution 202 received Commission approval, subject to
legal, opinion, upon motion by Rev. Kirk, seconded by
Mr. Chenney, and authorizes submission to the Chicago
HUD Cffice the First Amendatory Contract for the Down-
town Project, R-66. This submission involves the
bounl4ry change for the project area, but does not
affelt the grant reservation.

Mr. Wiggins
indicated that at this point in the Com-
missicn
meeting was the proper time. Mr. Morris spoke
on behalf
of the NAACP, and introduced other represen-
tatives
of various committees and agencies supporting
him.
Copies of Executive order 11246,: dated October
25, 1965,
which outlines the guidelines for Equal
Employ.ment,Opportunity
-Officers was distributed to the
Commission.
As a review, the 10 point program was out-
lined,
consisting of a new form HUD-907, dated July,
,1967,
The staff indicated they have not as yet received
form HUD-907.
-After a lengthy discussion,-the Commi-
sion a '
aproved the motion by Re - v. Kirk, supported by Mr.
Kompar,
that the Redevelopment Department require a
written
affirmative plan by the various contractors, in

6. PROGRESS REPORTS

a. Report on NAHRO National Conference. Mrs..Curtis

epresented the local Housing Authority in attending
he NAHRO National Conference, October.8 -11, 1967
t Portland, Oregon, but she so generously shared
ch of her enthusiasm and suggestions with the Re-
UJ evelopment Commission at this time. The Conference
(J) as helpful especially in getting ideas and inspi-
ation for the City of South Bend by hearing about

city Commission meetings. In conclusion, Mrs. Curtis

efore giving his report, Mr. Sam Winston indicated

eporting on the Diagnostic Survey, Mr. Winston
first gave a definition of terms used, such as
'Refusals" - contact was made but interviewer was
refused interview, "Break- offs" - interview was not
completed because of interruption, "Non- interviews"
went to home several times without making contact,
01 Addresses unknown" - families had relocated them -
elves and could not be found. A total of 81% of
11 families in the LaSalle Park Project, R -57,
have been completed for the Diagnostic Survey. In
LLJ umbers there have been 649 families inside the
V) project area, and 80 families outside the project
area, making the total number of families contacted
UJ 729. Mr. Winston had also computed the informa-
CL. lion by street names which illustrated a clear
Cb picture of what had been accomplished. The Notre
ame Research Laboratory is now in the process of
putting this information on cards to run through
G� he computer, and the first run should be completed
0 very soon. By the next Redevelopment Commission
meeting, the entire process should be completed.
c The Referral Service is moving along, and about 12
ontacts a day are being accomplished.
