Minutes of the regular annual meeting of December 5, 1966 were unanimously
approved upon a motion by Mr. Sheets, seconded by Mr. Root.
III. ELECTION OF OEFICERS
Mr. Root nominated Dean J. Wilhelm, President;,Byron W. Sheets, Vice Pres-
ident; Josephine M. Curtis, Secretary; for the officers of the Redevelop-
ment Trustees for the year 1968, and a unanimous ballot was cast.
IV. CORRESPONDENCE
No correspondence was received during the past year which would pertain to
the Cit of South Bend Redevelopment Trustees.
V.
OF COMMISSIONERS
Mr. Sheets renominated the present Redevelopment Commissioners to serve
for the year 1968, consisting of Donald A. Wiggins, Stephen E. Kompar,
Fred J. Helmen, Billy W. Kirk and John E. Chenney. Motion was seconded by
Mr. Root and a unanimous ballot was cast. In support of the trustees reg-
ular minutes of last year,, it was reiterated that the entire community is
represented as well as postible within the framework of a 5 member Board
of Commission.
It was sugaested that Mrs. Curtis write a letter of appreciation to each
Commissioner for their faithful service to the Department. The duty of a
Commissioner involves many meetings and a great deal of time. Also men-
tioned was the awareness of complete harmony between Staff and Commission,
and be een members of the various Redevelopment projects and the Commission.
VI. OTHER BUSINESS
Mrs. Curtis extended an invitation to each of the Trustees to attend a
meeting on Thursday, December 14, 1967 at 8:00 P. M. at the City Council
Chambers, in which representatives of the Notre Dame Social Science
Training and Research Laboratory will report on the recently completed
City-wide Housing Study. This study was made possible by the Redevelop-
ment Co*ission-and will provide a stepping stone to finding solutions
for the ousing needs of South Bend.
Also in connection with South Bend housing needs, Mrs. Curtis requested
that the staff supply each of the Trustees with a copy of the tables
showing the projected housing needs for families and individuals who are
to be relocated from the cityls urban renewal projects.
In answer to the question as to what programs South Bend has in order to
meet the housing needs, it was reported that the following action has been
taken. (1) Approval for The Greater South Bend Housing Corporation to
build housing for the middle low income group; (2) Leased Housing Program
to meet the needs of large, low income groups; and (3) The Turn Key Pro-
gram whereby homes are built by private enterprise - for the federal govern-
ment and the key is turned over to a public office, such as the Housing
Authorit , for property management. However, in spite of these programs,
the demand is greater than the supply because of the lack of rental housing
particu rly for large families.
