Additional information is requested and will be presented to HUD on Friday-, Dee 8, 1967. b. E. R. Knapp & Sons ltr of Nov 16, 1967, requests reconsideration for Site Improvements Contract "B" LaSalle Park, R-S7, which covers the pavement work. Since the contractorsiere represented today, a dis- cussion period pursued. There appeared to be a lack of communication between-E. R. Knapp & Sons, the Engineer - Chas. W. Cole & Son, and the Redevel- opment Department, because in reviewing letters, the contractor expressed disappointment and stated he was never officially notified that he was not in the ranning. %Mr. Wiggins graciously apologized-to the eDntractor for the communications breakdown, but aLso listed reasons for E. R. Knapp's ineligi- bility. Mr. Knapp stated he had anticipated a joint venture with Woodruff and Sons for this work. Howev?r Mr. Knapp was advised that the Commission consilered the most qualified bidder for each of the 4 sit 2 improvements contracts separately. The Com- missi)n recommended awarding contracts only after consuLting with the engineer, and following a thor- ough review of the engineer's investigation. A legal opinion substantiated that a contractor must perform at least 700/6 of the work with his own work force. 'These considerations lead to awarding of Contract "B" to Reith-Riley Construction Co., sub- ject �o Chicago HUD approval, which subsequently was rece i ed on November 13, 1967. c. Clyde Wms. & Assoc. ltr of Nov 17, 1967 to Reith- Riley Constr. Co., with copy to Mr. Bellinger, stating that a portion of the new pavement, consist- ing of about 751, must be replaced in connection with the Chapin.Street Site Improvements Contraft, R-29. The staff feels this contractor has made a diligent effort to file an acceptable program. F a. The Commission's consideration of the three bids received for construction of the pedestrian overpass to conriect the park area and the public housing site in the Chapin Street Project, R -29, will be withheld until the staff has the opportunity to review the bids, which were ope ed on Tuesday, December 5, 1967. The three bids received were (1) Canonie Construction Company for $70,- 150 65, and an alternate bid for $71,865.65; (2) Hickey Construction Company for $71,191.28 and no alternate bid; (3) Howell Construction Company for $75,618, and an alter- nate bid for $76,618. The engineer's recommendation, in Clyde Williams & Associates letter-of December 6, 1967, prefers the awarding of the contract to Canonie Construe- tiori Co., even though this Company did not file the re- quired Form 96 -A. The Canonie Construction Co. did sub- mit a certification from the State Highway Department which was suggested to be a suitable substitute for the rea ired form. b. Four option agreements received Commission appro- val for execution in connection with the LaSalle Park Pro- ject, R -57, on motion by Rev. Kirk, seconded by Mr. Che ney. Said option agreements are for Parcels 1 -34, 38-21, 42 -19, and 42 -20, and of the total 239 parcels to be acquired, the staff now reports 213 parcels are under opt on or:have been acquired. c. The Commission gave approval for three Section 115 Rehabilitation Grants for Parcels 36 -2, 36 -12, and 44- 1, in the LaSalle Park Project, R -57, on motion by Mr. Chenney, seconded by Mr. Kompar. the wit con was per ack at bac rel t d. Mr. Bellinger reported that the contractor for second demolition contract has erred in accordance the contract specifications, in that the sewer dis- iections on approximately 30 demolished structures performed at the curb line instead of at the pro- sy line. The contractors, Dore Wrecking Company, has towledged the error and will make the contract right :heir expense. In the meantime, the staff will hold payment until the work is corrected. The staff has !axed six additional buildings for demolition, but of the empty buildings are involved in condemna- �. proceedings and cannot be demolished until the pro - -y -ts under Redevelopment ownership.
