This roadway is a heavy haul route and it requires durable, heavy duty pavement to accommodate the traffic. DCP results verify subgrade stability. • Light weight deflectometer (LWD) is a device that measures the deflection from a failing weight and estimates the modulus. LWD results tell inspectors if material is suitable, or if it is loose or poorly compacted. The road- way will be constructed to include one lane of traffic in each direction with a two-way center turn lane. New storm sewer will be installed as well. As with most construction projects, utility coordination will play a major role in the success of the overall project schedule. We are committed to leading the coordination effort so that utilities are relocated quickly and efficiently to minimize conflicts. Our dedicated and local project manager, Scott Randle personally knows individuals from most area utility companies, having built relationships while working on previous projects. These relationships, as well as those with potential contractors and subcontractors, are key to leading coordination efforts across all utilities involved. Maintenance of traffic will be a very important aspect of this project. We will work diligently with the contractor and subcontractors to implement the most thorough maintenance -of -traffic plan possible. We will also maintain a close watch on traffic patterns during construction to ensure quick reaction to any issues with the overall traffic flow, as well as working with the contractor to develop specific plan changes to fit the unique characteristics of the contractor's planned means and methods. Any necessary changes will be implemented quickly and will adhere to all applicable traffic control guidelines. Contract R-37495 is currently scheduled for an INDOT letting on November 10, 2020. It is anticipated the construc- tion duration will last through the 2021 construction season. American Structurepoint has visited the project site and reviewed details of the project. To keep the coordination and communication with the community fresh, we are proposing to take our community involvement efforts to the next level by implementing the following items: ` Door Hangers with Magnets These will be handed out in conjunction with the normal notification letters and contain logos of all involved parties along with contact information. Twitter Updates By Project Manager/Engineer Using a Twitter account established for the project, along with the existing Twitter account for your community, we will work with the City of South Bend . and the contractor to issue instant updates for short-term closures or accidents and post construc- tion........ photos. To assist in getting followers to these Twitter accounts, the project website can be configured to show both Twitter feeds, along with the information and updates typically found on our project websites. Where available, we'll use other social media channels, such as Facebook, for r; the same purposes. Customized Project Signage Similar to signs used on private development projects, the signage for your project will show logos of all involved parties and provide the various website and Twitter handles detailed above. 41 mJ = Time -Lapse Photography Photos will be posted on the website to provide timely views of the on -site construction progress. This added feature will offer a new perspective on the evolution of the con- struction process and provide useful visual materials for your future community/public presentations. Google Maps We intend to use a Google Map overlay on the project website to provide an interac- tive map view of the project. This feature will also allow us to display detour routes and project limits ............. , in a way that is easily understood. In trying to provide the best solutions for The City of South Bend, we provide the following extra services that make a difference. Personalized Plan Sheets We regularly provide pertinent plan sheets with personalized notes that indicate specific features (property lines, old/new driveways, new pavement limits, etc.) for homeowners who have extensive questions. While many residents have likely seen this information prior to construction, this personal touch shows that we take their concerns seriously. "Mowable" Slopes Concerned homeowners often have questions regarding 3:1 mowable slopes. We routinely work with homeowners so they understand what the slopes will look like upon completion of construction. We often assist residents by finding an existing slope in the area that matches the new slope J, to further illustrate the intentions of the plans. • Value -Engineered Erosion and Sediment Control Intelligent implementation of erosion and sediment control (E&SC) measures often provides us with an early opportunity for value engineering. If implemented as per the plans, E&SC measures can often leave areas unprotected or simply be unnecessary. On projects where planned E&SC measures are found to be inadequate, we can make strategic adjustments that, in the end, will help minimize financial impact and make the project more environmentally friendly. EXTENSIVE PORTFOLIO OF EXPERIENCE INSPECTING SIMILAR ROAD RECONSTRUCTION PROJECTS 11 9 n, n � n n z E E ii I 11U N °I�1 0 N 1U A S 11 Inl ll $3.1 Million This project consisted of the reconstruction of one mile of 169th Street from Southeastern Avenue to Lindberg Avenue. The existing 4-lane section was reconstructed with new storm sewers, sanitary sewer, water main, curb and gutter, sidewalk, utility relocation, QC/ QA HMA asphalt pavement, signage, greenery, and signals. Signal work included traffic signal upgrades at Wicker Avenue, Indianapolis Boulevard (SR 152), and Purdue University -Calumet Entrance. In ad- dition, cured -in -place pipe (CIPP) was installed for a portion of the existing sanitary sewer to avoid additional excavation under an ex- isting petroleum pipeline. This field change was coordinated with our environmental group, INDOT, and the City of Hammond. The project was constructed using local and federal funds, with work performed for the City of Hammond in conjunction with the INDOT LaPorte District. The main elements of the project included milling the existing asphalt overlay, analyzing the existing underneath concrete pavement, making necessary concrete patch- es and retrofit load transfer bar installation at joints and cracks, and installing new asphalt. Additional elements of the project included new storm sewer, a new multi -use path, and approximately 1 mile of a center 2-way left -turn lane. New traffic signal equipment was installed at Roeske Avenue and Johnson Road. Work was performed for the City of Michigan City in conjunction with the INDOT LaPorte District. Work elements include 1.5 inches of surface milling with 1.5 inches of new pavement. Pavement markings were installed as well. Parts of this project were funded by the federal ARRA. Work was performed for the Lake County Highway Department in conjunction with INDOT's LaPorte District 4,!',a f 'I( Aoff`1 "4,U C0IPA5 ff R U C f 110 11 4(A S 11,11,� $1 Million This federal -aid project consisted of construction inspection ser- vices for intersection improvements with an added travel lane, in- cluding the addition of a center -turn lane, new drainage structures, new curb, gutter, driveways, and sidewalk, and new lighting on 45th Avenue from Grant Street to Cleveland Avenue (SR 55) in Calumet Township, Lake County, Indiana. Specific elements of the project in- cluded 3,661 tons of QC/QA HMA, 1,025 sys of concrete sidewalk, 2,057 Ift of concrete curb and gutter, and 424 sys of concrete drive pavement.
