Reith Riley started removing concrete on April 1. 2019 and had to start in the middle of the project were power poles were not in conflict. Rieth Riley was able to remove and pour concrete in as many intersections as possible before the power poles would be an issue. AEP was on -site June 19 20 t 9 to start removing and relocating the power poles along Hamilton and Keller AEP crews were onsite for only 10 days before being called off on antherjob, their work was not complete. While AEP was on -site they completed placing the new poles along Hamilton but not relocating their cables or removing the old poles along Hamilton and Keller. Since the power poles were still in place Rieth Riley could not remove or pour any concrete at those intersections due to utilities, which caused Reith Riley several days of delays. AEP was back onsite Aug 5 2019 and was able to remove the power poles along Keller between Olive and Johnson on Aug 9, 2019 Once the poles were removed Rieth Riley complete removal and concrete work at those intersections. Due to AEP delay in removing those poles along Keller. Reith Riley had delays, and is requesting an additional 6 days be added to the contracts intermediate completion date due to utility delays. I have reviewed Rieth Rileys request for those 6 days and spoke with the City of South Bend regarding the time extension request. Upon talking with the City we agree on allowing the contractor 6 extra days be added to the intermediate completion date due to utilities. The contract has an intermediate completion date of August 16, 2019. By adding those additional 6 days that would make the new intermediate competition date be Aug 22 2019. 1 have attached Rieth Riley letter requesting the time extension. Whereas, the Standard Specifications for this contract provides for such work to be performed, the following change is recommended. The time extension is due to utility delays by AEP and extra work added along Bergan Street to the contract. In the beginning of the project we encountered several AEP power poles which were to be removed and or relocated before the project started. These power poles had not been and still have not been relocated or moved as of today. These utilities delayed us approximately 3 days in the beginning during our removal phase of the project. Also, during construction of the sidewalk and curb ramps for the project, the power poles were in our way as we tried to complete our work. We were ordered to leave out small pockets of concrete adjacent to the power poles so AEP could move them more easily. In the last few weeks of the project it was determined that the poles would most likely not be relocated by the intermediate completion date and the City decided we should go back to these areas without concrete and rework them the best we could. This extra work caused us another 3 days of coordination and work around, and the power poles are yet to be relocated to this day. Lastly, there was some additional sidewalk work along Bergan Street requested to be performed. This extra sidewalk work, which was requested towards the end of the project, caused for an additional day of work. For the reasons listed above, we are requesting an additional 7 days of time extension to the intermediate completion date. If you have any questions, do not hesitate to contact us.
