Board of Public Works approval:
1) One (1) original of the Public Works Contract (enclosed)
2) Labor & Material Payment Bond
3) Performance Bond (125% of Bid Amount)
4) Certificate of Insurance naming the City of South Bend as an additional insured
5) Item #4 for all subcontractors you use

On September 10, 2019, the Board of Public Works opened and read bids for the above project.
The bidders ranked as follows:
The Base Bid for this project specified Sikaplan roofing material, or approved equal. The
addendum added another option: Carlisle Sure -Flex KEE HP roofing material, or approved
equal. This was added to provide the City with another option for potential cost savings, but it
was not considered equal to the Base Bid. Bidders were not required to bid on both the Base Bid
and the Alternate. Joe Dzierla reviewed the bids and recommended awarding the Base Bid to
Midland Engineering. The Sika Corporation has a track record of proven performance of over 50
years. The Carlisle System is a newer product and does not have a track record of proven
performance. There is no equal to the longevity and performance of the Sikaplan Systems, and
these systems come with a 15 year warranty, which adds long-term cost savings. Joe Dzierla
provided a recommendation letter, which is attached.
Engineering recommends award of a contract for 226 00.00 to Midland Engineering,
contingent on approval of additional funding to be requested by the Redevelopment Commission
on September 26, 2019.
The Department of Public Works has appropriated funds from RWDA TIF 024.1050.460.42.02

Vested Interest Building Roof Repair
Charlotte, after reviewing the bids I have the following comments for you to
consider upon selecting a roof system and a contractor to do the roofing work for
the Vested Interest project.
We specified the Sikaplan-Rhinobond metal retrofit systems because they are
the best PVC systems on the market; there is no equal to the longevity and
performance of these systems. The Sika Corporation has a track record of
proven performance of over 50 years. The Carlisle Sure -Flex KEE HP system,
although a good system was specified to provide the City with another bid for the
intended work. The Carlisle system is a new product with a quality manufacturer
with no track record of proven performance for their specified PVC system.
The base bid total for the best product available in the market with proof of
performance is less than seven thousand dollars over the alternate system price,
which under a warranty period of 15 years equates to cheap insurance for the
reliability of the roof system.
It is my recommendation that the City of South Bend approve the base bid price
for the proven performance of the Sika Sarnafil roofing system and hire Midland
Engineering to do the work.
