APPROVAL OF MINUTES On motion made by Mr. Place, seconded by Mr. Koczan and unanimously carried, the minutes of previous meeting dated August 29, 1963 were appro ed and the following business was discussed: —1— II. OPENING OF BIDS FOR SITE IMPROVEMENTS -- CONTRACTS "D" & "E" = Proof was presented of Invitation for Bids for the Sample Street Area Project Indiana R--7 Site Improvements Contracts "D" and "E" as shown in proof of publication in the Record printed on August 30, 1963 and September 6, 1963. Certified copy of proof of publication filed. Proof of publication submitted for the South Bend Tribune with publi- cation ad printed on August 30 and September6, 1963. Proof of publication ordered filed. At 10:35 the bids submitted were opened and read as follows: Reed Ri struction Co., Inc., 202 N. Main St., Mishawaka, Indiana Form No. 96A Standard Questionnaire and Financial Statement for Bidders submitted. Bid Bond in the sum of $19,000.00 signed by Fidelity and Casualty Co. of New York as Surety. Non - collusion affidavit signed by Virgil H. Reed, President. Bid for Item I -,Contract "D" $247,357.00 Bid for Item II- Contract "D" 106,098.75 Total for Contract. The Commission reviewed an Option Agreement signed by a property owner in the Sample Street Redevelopment Area - Projectlndiana R -7. Upon motion made by Mr. Koczan, seconded by Mr. Place and unanimously carried, the following option was approved: Parcel 14--4. V. Mr. Ba.er.reported that on conferring with the Commissioners,LA SALLE who have independently looked at the LaSalle Park Area, the PARK members are of the firm conviction that something has to be PROJECT done and that every step possible be taken to proceed with IND. R-41 that Eroject. The problem in the past has been that there has been some difference between requirements of the Govern- ment and the wishes of the people living in the area which prevented a program. Since the Commission indicated that it wants to proceed promptly with this project, they instructed 'Mr.—Sucher to contact HHFA immediately with view of getting approval for a plan which will be acceptable to the people in thE area and the Govern -ment. The Commission stated this mattex should be given high priority and hopes that no delay will be incurred in receiving the approval of the Government and the cooperation of the people in the area. Mr. Sucher —i said he would try to get approval from the Federal Govern ment n the basis of minimum clearance they will allola. -3- i V. SS REPORT - Continued On motion made by Mr. Helmen, seconded by Mr. Koczan and NAHRO unanimously carried, the Commission authorized the attend- 29th ance cf Messrs.. Sucher, Louis and Koczan at the NAHRO's CONFERENCE 29th rational Conference in Denver, Colorado, September 29th to October 4., 1963- Mr. Helmen read a letter by Mr. Kenneth J. Augustine, IND. R -41 Health, Welfare & Housing Director of the South Bend LA SALLE Urban League and Hering House, Inc. announcing that Mr. T. PARK Brooks Srademas is to appear at the New Salem Baptist AREA Church at a meeting September 12, 1963, at 7x30 p.m., to propose a rehabilitation program to the LaSalle park District Council. Mr. Helmen asked on whose invitation Mr. Brademas injected himself in this program, Mr. Brown stated it was at his invitation at the request of members of the LaSalle Park District Council. On motion by Mr. Place, seconded by Mr. Helmen and unani -t ASSISTANT mously carried, the Commission approved the hiring of DIRECTOR Mr. Carl Robert Nowak as Assistant Director of the South Bend Redevelopment Commission effective September 16, 1963, at a yearly salary of $7800, with a probationary period until the end of the year. On motion made by Mr. Koczan, seconded by Mr. Place and PROPERTY unanimously carried, it was moved that the following MANAGEMENT action be taken on the following case in the Sample St. PARCEL 12--65 Indiana R -7 Areat On Fr( iam Arnold, parcel 12 -65, unit #6, owesz $163.83: Collection Agency. on duly made and seconded, meeting adjourned 11:35 a.m. "en, Secretar Jax P.
