REPORTS The Coimnission reviewed the prepared HHFA Forms H• -6000 Physical Progress Quarterly Report, H -690 Quarterly Report for Financial and Budget Review, and the Balance Sheet for the quarter ended July 31, 1962, covering.the Sample Street Project Indiana R -7. On motion made b Mr. Williams, seconded by Mr. Koczan and unanimously carried, the Co ission authorized the signing and submission of these reports to the Housing and Home Finance Agency, Chicago, Illinois. =15 VIII. RESOLUTION NO. 48 - AUTHORIZING THE CITY CONTROLLER TO NOTIFY SUCCESSFUL BIDDER ON PRELIMINARY LOAN NOTE NO. 2 TO BE SOLD JULY 24, 1962. The Executive Director called the attention of the Commission to the fact that an advertisement had been placed in The Bond Buyer, offering for sale preliminary loan notes, 2nd Series, A, in the princi al amount of $1,375,000, guaranteed by the United States Government These advertisements called for sealed bids to be opened on July 24, 1962, 12 P.M., Central Daylight Time, in the presen e of the City Controller, Mr. Edwin L. Davies. Mr. Su her stated that under the procedure outlined by the HHFA, the Ci y Controller would notify the successful bidder on the preliminary loan notes, after first securing approval of the HI-TA. On motion made by Mr. Koczan, seconded by Mr. Williams, and unani- mously carried, the following resolution was adopted: Ix. RESOLVED that the City Controller be and is hereby authorized to notify the successful bidder or bidders on the preliminary loan notes to be sold on July 24, 1962. PROGRESS REPORT Mr. Sucher reported that on site improvements for the Sample Street Indiana R -7 Project since we did not get bids on Part B of the Contract, we have readvertised for that part of the contract; the bid opening will be at the next meeting, August 2nd. Tentative plans were being proposed to Mr. Oberfell, Chairman of the Mayor's Citizens Committee of Community Improvement to call a meeting of the committee on July 31 at 7:30 p.m. SAMPLE ST. INDIANA R -7. WHEREAS it is necessary and in the public interest that the City of South Bend, Department of Redevelopment avail itself of the finan- cial assistance provided by Title I of the Housing Act of 1949, as amended, to carry out the urban renewal project described as Sample Street Project Indiana R -7 and bounded generally by the New York Central Main Line right -of -way, Scott St., Prairie Ave., Garst St., the east property line of the Wilson Bros. Plant, Kerr St., Catalpa Ave., Sample St., McPherson St., the first alley north of Dunham St., the second alley east of Laurel St., Dunham St. and Chapin St. herein- after referred to as the "Project "; and WHEREAS it is recognized that the Federal contract for such finan- cial assistance pursuant to said Title I will impose certain obliga- tions and responsibilities upon the Local Public Agency and will require among other things: (1) the provision of local grants -in- aid; (2) a feasible method for the relocation of families displaced from the project area; and (3) other local obligations and responsi- bilities in connection with the undertaking and carrying out of urban renewal projects: NOW, THEREFORE, BE IT REWLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION OF 'TM CITY OF SOUTH BEND, -DEPARTMENT OF REDEVELOPMENT, That an Application on behalf of the City of South Bend, Department of Redevelopment for a loan under Section 102(a) of said Title I in the amount of $2,527,500 and for a Project Capital Grant and a Relocation Grant to the full amount available for undertaking and financing the Project is hereby approved, and that the President is hereby authorized and directed to execute and to file such Application with the Housing and Home Finance Agency, and to provide such addition- al inf rmation and to furnish such documents as may be required in behalf of said Agency, and to act as the authorized correspondent of the City of South Bend, Department of Redevelopment. INDIANA R -39 (FS) (A), BY AND BETWEEN THE CITY OF SOUTH BEND, EPARTMENT OF REDEVELOPMENT AND THE UNITED STATES OF AMERICA WHEREAS the United States of America (herein called the "Govern- ment") has tendered to the City of South Bend, Department of Redevelop- ment ( erein called the "Local Public Agency ") a proposed Contract for Planni g Advance for Surveys and Plans for Urban Renewal Project under Title I of the Housing Act of 1949, as amended, under which the Govern- ment would make an advance of Federal funds to the Local Public Agency to aid in Financing the cost of certain surveys and plans in prepara- tion of an urban renewal project designated Project No. Indiana R -39 (FS) i the urban renewal area described in such proposed Contract; and WH�REAS the Local Public Agency has given due consideration to said p oposed Contract: BE IT RESOLVED BY the South Bend Redevelopment Commission of the City o South Bend Department of Redevelopment AS FOLLOWS; Section 1. The proposed Contract for Planning Advance for Surveys and Plans for Urban Renewal Project under Title I of the Housing Act of 194 , as amended, designated Contract No. Indiana R- 39(FS)(A), consisting of Parts I and II, under and subject to the terms and conditions of which the Government would make an advance of Federal funds to the Local Public Agency to aid in financing the cost of certair surveys and plans for an urban renewal project designated Project No. Indiana R- 39(FS), situated in the City of South Bend, Indian q, is hereby in all respects approved. Section 2. The President of the Local Public Agency is hereby authorized and directed to execute said proposed Contract in two counter-parts on behalf of the Local Public Agency, and the Secretary is hereby authorized and directed to impress and attest the official seal of the Local Public Agency on each such counterpart and to for- ward such counterparts to the Housing and Home Finance Agency for execution on behalf of the Government, together with such other docu- ments relative to the approval and execution thereof as well as to this R solution as may be required by the Government. Section 3. The President is hereby authorized to file requisi- tions, together with necessary supporting documents, with the Govern- ment, from time to time as advance funds are required, requesting payments to be made on account of the advance provided for in the said C ntract, and to do and perform all other things and acts required to be one or performed in order to obtain such payments. 4.
