On motion made by Mr. Helmen, seconded by Mr. Koczan and unanimously
carried, he minutes of June 14, 1962 meeting were approved as read and

On motion made by Mr. Helmen, seconded by Mr. Koczan and unanimously
carried, he minutes of June 14, 1962 meeting were approved as read and
the follo ing business was discussed:

II. APPROVAL OF OPTIONS
The Commission reviewed the Option Agreements signed by property
owners in the Sample Street Redevelopment Area - Project No.
Indian R -7. Upon motion made by Mr. Place, seconded by Mr. Helmen _
and unanimously carried the following options were approved:
Parcels 10 -14 and 13 -13.

On moti n made by Mr. Helmen, seconded by Mr. Place and unanimously,,
carried, claims for payment totaling $27,857.93 were endorsed by the
Commiss'on.
IV. B0 OPENING ON CONTRACT FOR IMPROVEMENTS, INDIANA R -7
Bids on a Contract for Site Improvements in the Sample Street Project
Area, Indiana R- 7'being duly advertised were opened at 11:00 A.M. at
the Commission offices. Two bids were received on the Contract, they
were as follows:
Rieth -Rley Construction Company, Inc., 1145 Prairie Avenue, South
Bend, I ' diana submitted a bid as follows:
Contract A - $83,017.00
Contract B - No Bid Submitted
Contract C - $3,536.00
Total $86,553.00
Securit in the amount of 5/ of the total bid price in the form of a
bid bond with the Standard Accident Insurance Company was attached.
Reed Construction Company, 2021-2 N. Main Street, South Bend, Indiana
submitt d a bid as follows:
Contract A - $96,034.10
Contract B - No Bid Submitted
Contract C - $ 6,520.00
Total $102,554.10
Reed Construction Company also offered a $2,580.00 reduction in the
total bid price if the entire contract was awarded to them. Security
in the form of abond with the Federal Guarantee Company of New York
was attached.
The Contract for Site Improvements will be awarded in'the near future.
Contract B was not bid on. It was decided that Contract B''of the Site
Improvements Contract be re- advertised, if necessary.

A supplemental submission to Chicago on the sale of Sample ADVERTIS
Street land has been made and we-hope to receive approval ING OF
in time for the legal advertising- .- date.of.July 13..x, The INDUSTRIAL-
Urban Renewal Administration has requested at least 60 LAND IN THE
days between the advertising and the bid opening date which SAMPLE ST.
has tentatively been set for September 20. It was suggested PROJECT
that the land also be advertised for sale in the National
Real Estate Investor.
We have received a letter from the regional office of the
Urban Renewal Administration authorizing us the amount
of $48,180 for the Central Area Feasibility Study.
Philip Hammer Co. Associates and Blair & Stein Associates
have already done some of the preliminary work on this
study. However, there has been no commitment made to
these firms regarding the awarding of the contract. The
Commission requested that revised proposals be obtained
from th two above firms in view of the budget changes
made by the Urban Renewal Administration.
A motion was made by Mr. Koczan, seconded by Mr. Place
to send a Request for Concurrence in Acquisition Prices,
form H-15144 to Chicago. The requested prices equal the
appraisals made at the direction of the court. The
commission unanimously agreed. The following parcels
were su mitted: 10 -7, 9 -26, 12 -54, 9 -22, 15 -8, 8 -19,
12 -18, 2 -9.
