Personnel and Finance Standing Committee

The February 25, 2008 meeting of the Personnel and Finance Committee of the South
Bend Common Council was called to order by its Chairperson, Council Member
Thomas LaFountain at 3:30 p.m. the Council's Informal Meeting Room.
Persons in attendance included Council Members LaFountain, Varner, White, Kirsits,
Rouse, Henry Davis, Jr., Puzzello and Oliver Davis; City Clerk John Voorde, Martha
Lewis, Rita Kopola, Charles Clark, Jamie Loo of the Soufh Bend Tribune, unidentified
members of the public and Kathleen Cekanski-Farrand, Council Attorney.
Council Member LaFountain noted that the Committee Members include Dr. Varner,
who serves as Vice-Chairperson, Council Members Oliver Davis, AI "Buddy" Kirsits and
himself, who serves as Chairperson.
Bill No. 08-14 Request to Approve Issuance of Scrap Metal/Junk
Dealers/Recycling Operation Licenses:
Council Member LaFoutain called for a formal presentation on Bill No. 08-14 which is a
request of the City Administration to approve the issue of scrap metal/junk
dealers/recycling operation licenses pursuant to Section 4-51 of the Soufh Bend
Municipal Code.
Charles E. Clark, City License Auditor, made the formal presentation. He stated that
the resolution would approve five (5) licenses, four (4) for 2008 and one (1) for 2007.
Three (3) of the requests are renewals. He noted that the requests have been reviewed
by the Police and Fire Departments, Waterworks, Code and the Building Department
and all results are favorable.
In response to a question from Council Member Kirsits, Mr. Clark stated that all of the
operations are in compliance with the video-tapping requirements of the City Code.
There was no one from the public to speak in favor or in opposition to the Bill.
Council Member Kirsits made a motion, seconded by Council Member Oliver Davis that
Bill No. 08-14 be recommended favorably to Council. The motion passed.

Bill No. 82-07: Proposed Ordinance to Amend Section 2-213 of the South Bend
Municipal Code
Council Member LaFoutain noted that he received a letter dated February 20, 2008
from Chief Assistant City Attorney Aladean DeRose requested that Bill No. 82-07 be
continued until March 24, 2008.
Dr. Varner made a motion, seconded by Council Member Kirsits that Bill No. 82-07 be
recommended to be continued to March 24th at the request of the petitioner. The
motion passed.
There being no further business to come before the Committee, Council Member
LaFountain adjourned the committee meeting at 3:34 pm.
