I APPROVAL OF.REVISED H -6144 On motion made..by Mr. Williams, seconded.by Mr. Place, and unani- mously carried, the,Commission approved a Revised H -6144 "Request for Concurrence in Acquisition Prices" covering parcels 11 -11 and 14 -1 V. I INTERVIEW OF APPLICANT - ASSISTANT DIRECTOR The commission interviewed Mr. Howard Bellinger for the position of Assistant Director for the South Bend Redevelopment Department. Mr. Bellinger is currently employed as Assistant Director of the City Planning Commission, South Bend, Indiana. VI. RESOLUTION NO. 36 Upon motion made'by Mr. Place, seconded -by'Mr.'Koczan, and unani- mous y carried, the Commission approved the resolution of the South Bend Redevelopment Commission to file suit for possession and damages against Thomas Jackson, parcel 11 -6, and to file suit to c ndemn and acquire real estate on the following four parcels: Loui & John Hartman, 2 -6; Arthur Batchelder, 2 -18; Lee Hawkins, 5 -6, and Mrs Emilia Bilinski, 11 -10. VII.1 REPORT ON RENT COLLECTION Mr. on It ielicki, Relocation Supervisor, made a report to the Commission nt collection in the Sample Street Project Area, Indiana R -7. s suggested that notices to vacate be served to families who -3- are far behind in their rent payments where the family income is adequate. It was also suggested that a relocation worker accompany these tenants in their endeavor to obtain other housing in order to .determine whether some of the referral unit are unobtainable to.them and, if..sg, for, what reason, or w ether they are refused by the family referred. VIII.I PROGRESS REPORT The Commission, upon motion made by Mr. Koczan, approved COMMITTEE by My. Place, and unanimously carried, approved the pro- ON MINORITY posb6 change and addition to the minutes of September 21, HOUSING 1961, paragraph titled "Lack of Housing-for Minority PROBLEMS Groups," to read as follows: "Mr. Morris and Mrs. Curtis expressed their concern over the lack of housing available for minority groups and large families. A written recommendation was presented from the Committee on Minority Housing Problems which requested action by the Mayor and City Council towards finding housing for displaced families. This Committee requested a joint meeting between the Mayor, City Council, Housing Authority and Urban Renewal Commission. This recommendation was endo sed by the Commissioners present and they instructed Mr. Baer, LPA Counsel, to contact the Mayor for such a meeting. The further concern is the number of these problem families that will be displaced by the Chapin Street Proj ct." Mrs. Curtis requested that ommission draft a letter to the South Bend Hous- uthority requesting the purchase of these units ublic Housing. The Commission, on motion made . Koczan, seconded by Mr. Williams, and unani- y carried, recommended that such a letter be tted to the Housing Authority. Mr. Sucher reported that two meetings with representa- tives of the Park Board, Common Council, Housing Author- ity and the South Bend Redevelopment Commission were held, one on October 13th, the other October 18th. The purpose was to coordinate the thinking of all groups that will have to cooperate in the housing project on the Oliver Playground and Chapin Street Renewal Project. The method of land transfer among the agencies was disc ssed and a meeting of the attorneys of the various boar s was set for Monday, October 23rd, 2 o'clock, to work out the details. BOARDED UP FHA UNITS - LASALLE PARK DISTRICT The Commission concurred in the recommendation of the Council members present at the two meetings that the enti e Chapin Street Clearance Area be reserved for public and zesidential use, eliminating the commercial area.
