The njeeting was called to order at 4:00 p.m.
Mr. Iouis was elected Chairman for the meeting and thereafter presided.

The bids of three consulting firms for a Renewal Feasibility Study
for the Central Area of South Bend were discussed. The three firms
are:

Providence, Rhode Island
Candeuby Fleissig & Associates
Newark, New Jersey

aously carried, the Commission decided to employ Blair
_ates under the condition that a satisfactory contract
worked out with them and that the Urban Renewal Adminis-
)n would approve their proposed study program and fees.
The staffs were instructed to set up a meeting between one of
the principals of the Blair firm and members of both commissions
for Friday afternoon in the Council Chambers, if this is conven-
ient for Mr. Blair or Mr. Stein of Blair Associates.
Discussion then proceeded to the Economic Study which should be
done concurrently or as part of the Feasibility Study. It was
suggested that Hammer &Company Associates, who cooperated with
Blaix Associates on Central Area Studies in Fort Wayne and other
citi s, be contacted immediately for an estimate o� such a study
and, if possible, be invited to have someone attend Friday's
meeting.
