EXHIBIT 1A SMALL DRAINAGE PROJECTS - BASIC SERVICES Defined Project Scope: The goal of the project is to improve the drainage conditions in/near/around Overlook Court and adjoining properties. The existing stormwater basin southeast of the Overlook Court cul-de-sac is to be utilized but not significantly altered, except for some possible outlet control erosion control measures. The scope entails two areas of focus, the area north of Overlook (upstream storm system) and the area south of Overlook and east of Sampson Street (includes backyard area of adjacent properties). The tasks shown in this exhibit have been modified from the original agreement to redefine the scope of work for the Overlook project. The existing system in Overlook Court is undersized to provide needed capacity of the collection system through the area. The south area outcomes include an improved grading/drainage from rear of homes along Sampson Street/Overlook Court to the basin. This could simply be grading/clearing or entail more detailed stormwater collection system. Possible outcomes for the north area include an additional/replacement pipe system to the storm inlets farther south that outlet into the basin, a (deeper) bore under public rights -of -way to provide additional volume capacity of storm collection system to the basin, and any other method to improve the drainage from the north, to the basin. Dedication/acquiring of easements may also be required based upon final design features. DHA will provide options (channelized and/or piped) on City property/easements to capture ponded water for Phase I area. Options to include preliminary design and cost estimates, and listing of impacts to/for City and residences. DHA will also provide as part of Phase II design for a storm sewer from an existing location in Sampson Street to the existing basin, if the preliminary design in Phase I does not satisfy the storm sewer issue within Phase II area. Final designs shall include the clearing and re -planting of trees and landscaping elements, and easement acquisition costs as required, in addition to the complete set of design plans and specifications. Bid to be opened December 10, 2019 with awarding later in the month. Construction is to be slated for 2020, with construction beginning in April and completed by mid -June of same year, or earlier depending on scope of work. Engineer shall perform: Task 1 — Topographic Survey Engineer shall perform all topographic survey of the specific areas of concern, Phase I and Phase II. Underground and overhead utilities and recorded plat easements will be included, in addition to spot elevations, and other topographic features within the project area. Completion: September 27, 2019 Task 2 — Preliminary Design In coordination with the topographic survey and the preliminary options presented, the preliminary design of the area will be completed. Utilizing the basic concepts of improving the overall drainage for the area, the best solutions will be sought. A preliminary design in CAD will be developed. City has 1 week review time. Completion: October 23, 2019 Task 3 — Preliminary Cost Estimate Based upon the preliminary design a probable cost of construction will be developed using current estimating methods and figures of the latest construction activities in the South Bend community. Estimated easements acquisition costs will be included in the preliminary estimate. Completion: October 23, 2019 Task 4 — Draft Report/Estimate Review A brief report of the project with its design, impacts, and cost estimate components will be developed for review by Owner. Completion: October 23, 2019 Task 5 — Final Design After review and confirmation from the Owner, the Engineer will complete the design and specification as needed based upon comments received by Owner. If other solutions or significant changes to the drainage design are directed to be completed instead of the preliminary design, the final design change will not include a "step back" to the preliminary design stage task, for this. Utility coordination will also be performed with any impacted known utility. DHA will provide hard copies of final design plans and specifications as needed. Plans to be 11xl7 size. Completion: November 8, 2019 Task 6 — Final Cost Estimate Once a final design and specifications have been completed, the Engineer will provide the Owner with the Final probable cost of construction estimate. Estimate will be based upon a construction sequence commencing, and being completed, in 2020. Completion: November 8, 2019 Task 7 — Client Review/Bid Package Owner will be provided with construction drawings, specification, and cost estimate ready for securing a contractor through the Owner and its' method bidding process the drainage project area, and determine whether to proceed with a bidding process. Completion: November 22, 2019 Task 8 — Easements Engineer shall coordinate and prepare easements for recording purposes any and all dedication of easements purchases, if required. Due to the unknown nature of the scope of easement acquisition required for the final design, services for preparation, appraisal(s), acquisition, and recording are not included in the contract. Completion: March 6, 2020 Task 9 — As-Builts Engineer shall coordinate and verify as needed the final construction documents for the Owner, of completed small drainage project. Engineer shall provide in CAD, PDF, or other methods, as directed by the Owner, all documents related to each project area. Completion: Dec. 4, 2020 {Phasing: Phase I — south area. 1). Preparation of topographic survey for Phase I and Phase II areas; 2). Preparation of preliminary drainage design for Phase I area; 3). Cost estimate for Phase I drainage work; 4).
