IV. RESOLUTION NO. 34 Henry Sucher reported to the Commission that he, Messrs. Frederick K. Baer, Edwin L. Davies and James G. Louis were in Chicago to confer with the HHFA with respect to securing financial assistance to develop a Feasibility Study for the Central South Bend Area. He reported that the group was well received in Chicago and that the HHFA was willing to finance such a Feasibility Study. Mr. Sucher suggested that estimates of the cost and the extent of "the work to be performed be secured from the following firms who specialize in this type of study: Candeub, Fleissig & Associates Newark, New Jersey Victor Gruen Associates Beverly Hills, California Blair Associates Providence, Rhode Island On motion duly "made-, seconded, and unanimously passed, the following resolutions were enacted: ,RESOLVED that the South Bend Redevelopment Commission proceed a promptly as possible with a Feasibility Study of the Central S uth Bend Area. .THER RESOLVED that the Executive Director request estimates the cost and extent of the Feasibility Study from the afore- .es firms and that the firms selected be submitted to the A for approval. -3- F RTHER RESOLVED that this matter be submitted to the Common C uncil of the City of South Bend for approval as well as to tie HHFA prior to letting any contracts or proceeding with a y work under said Feasibility Study. V. ENGINEERING PLANS Mr. Joseph Fragomeni, of Chas. W. Cole & Son, Engineers and Architect$ submitt d.an agreement to render certain engineering advice and tech - nical assistance in connection with the preparation of plans and speci- ficatio s for the improvement of Sample Street Area Project, Indiana R -7. Tie contract was submitted to Mr'. F'rederick'K.*Baer, LPA Counsel, for review. Upon motion made by,Mr. Helmen, seconded by Mr. Place, and unanimously carried,,the Commission authorized the execution of the engineering contract with Chas. W. Cole & Son, Engineers and Architects, 3600 East Jefferson Blvd., South Bend, Indiana, with the provisi n that prior to delivery of the executed contract to the enginee ing firm, that the contract be submitted to HHFA for approval. VI. R�USE APPRAISAL CONTRACTS Mr. Sucher advised the Commission that Urban Renewal Administration suggested to the City of South Bend Redevelopment Department that land be made available for sale in the Sample Street Project Area by next construction season (next summer). They requested that all -- disposition papers be drafted now; also that second and third reuse appraisals be obtained before the land can be disposed of. All disposition prices will have to be recommended to the Housing and Home Fi ance Agency in Chicago,, for concurrence, and said amounts will then be the minimum disposition price. Mr. Sucher was instructed to write tD Mid - America Appraisal Corp., 134 N. LaSalle St., Chicago, Illinois, and Roy Wenzlick & Company, 706 Chestnut St., St. Louis, Missouri, advising them their proposals have been approved and to request copies of forms of contract for appraisal of redevelopment sites executed by them. Mid - America is to be advised that the Commission has authorized a contract with them, provided the fee will be reduced to $1600, which would equal the amount bid by Roy Wenzlick & Co. On motion duly made, seconded, and unanimously carried, the aforementioned firms are to be hired for the reuse appraisal job on the Sam le Street Project Area, Number Indiana R- 7,.provided the services of each can be obtained for $1600. Elm VII. PROGRESS REPORT Mr. Sucher reported to the Commission that the Urban LaSalle Renewal Commissioner is working with the FHA Commission- Park____ er on releasing the boarded up FHA units in the LaSalle District Park District for rental to families in the Sample Street Areas and that we should hear within a short time regard- ing their decision. Mr. Sucher informed the Commission that upon consulting _Large-Family with Mr. J. L. Dickinson, of the South Bend Housing Units Authority, Mr. Dickinson informed him that in cases of large families needing rental property, they are authorized to ren two units to one family. Mr. Bi licki, Relocation Supervisor, reported to the Relocation Commission of instances in the Sample Street Area where Report tenants consisting of adults are behind in rent payment, and requested and received permission to evict these tenants, inasmuch as they are not making effort to find other ellings. Mr. Sucher reported that Mr. Baer would like authority Letters from the Commission to write registered letters offering - Preparatory homeowners the average appraisal price, where no option to Filing has been secured, preparatory to filing of condemnation Condemnation suits. On motion of Mr. Helmen, seconded by Mr. Place, Suits this recommendation was unanimously approved. The Commission was informed that owner of parcel 12 -47 Parcel had spent $500 for installation of heating unit in his 12-»47 home since the appraisal of his property. Mr. Baer suggested reappraisal be made on basis of expenditures made since the original appraisal. The recommendation was approved by the Commissioners. Mr. Sucher reported that around 210 parcels have been purchased to date... Mayor Frank J. Bruggner appeared in person at the meeting and commended the entire board on the splendid work that has been performed by them up to this time. Meetings adjourned 11 :55 a.m. 1 s Q. President -5-
