IV. Henry Sucher reported to the Commission that he, Messrs. Frederick K. Baer, Edwin Davies, and James Louis, were in Chicago to confer with the H.H F.A. with respect to securing financial assistance to develop a Feasibility Study for the Central South Bend Area. He reported that the gro p was well received in Chicago and that the H.H.F.A. was willing to finance such a Feasibility Study. Mr. Sucher suggested that estima- tes of the cost and the extent of the work to be performed be secured from the following firms who specialize in this type of study: Candeub, Fleissig & Associates Newark, New Jersey Victor Gruen Associates Beverly Hills, California Blair Associates Providence, Rhode Island On motion duly made, seconded, and unanimously passed, the following resolutions were enacted: RE OLVED that the South Bend Redevelopment Commission proceed as promptly as possible with a Feasibility Study of the Central So th Bend Area. FURTHER RESOLVED that the Executive Director request estimates of the cost and extent of the Feasibility Study from the afore- named firms and that the firms selected be submitted to the H. .F.A. for approval. Baer, LPA Counsel, iew. Upon motion made by Mr. Helmen, seconded by Mr. Place, nimously carried, the Commission authorized the execution of ineering contract with Chas. W. Mr. Sucher reported to the Commission that the Urban LaSalle Renewal Commissioner is working with the FHA Commission- Park er on releasing the boarded up FHA units in the LaSalle District Park District for rental to families in the Sample Street Areas a d that we should hear within a short time regarding their d cision. Mr. Sucher informed the Commission that upon consulting Large- Family with Mr. J. L. Dickinson, of the South Bend Housing Units Authority, Mr. Dickinson informed him that in cases of large fzanilies needing rental property, they are authorized to rent two units to one family. Mr. Bie icki, Relocation Supervisor, reported to the Commission of instances in the Sample Street Area where tenants consisting of adults are behind in rent payment, and requested and received permission to evict these tenants inasmuch as they are not making effort to find other d ellings. Mr. Sucher reported that Mr. Baer would like authority from the Commission to write registered letters offering home owners the avarage appraisal price, where no option has beerL secured, preparatory to filing of condemnation suits. On motion of Mr. Helmen, seconded by Mr. Place, this recommendation was unanimously approved. The Conxiission was informed that owner of parcel 12 -47 had spent $500 for installation of heating unit in his home since the appraisal of his property. Mr. Baer suggested reappraisal be made on basis of expenditures made si ce the original appraisal. The recommendation was app oved by the Commissioners.
