mously carried, the minutes of April 20, 1961, meeting were approved

IV. REDEVELOPMENT DISTRICT CAPITAL FUND - TRANSFER
On motion made by Mr. Helmen, seconded by Mr. Williams, and unanimous-
; ly carried, the Commission approved the recalling of Investment of
$100, 00, or part thereof, from Redevelopment District Capital Fund
to be used in Project Expenditures Account.
V. 1962 BUDGET ESTIMATE
On mo ion made by Mr. Koczan, seconded by Mr. Louis, and unanimously
carri d, the Commission approved the proposed City budget estimate
amoun ing to $236,550 of which $137,500 is for the BOND FUND.
VI. 1ESOLUTION NO. 31
Upon notion duly made, seconded, and unanimously carried, the Com-
mission approved the Resolution of the South Bend Redevelopment
commission approving the undertaking of surveys and plans for the
Chapir Street Redevelopment Project under the Three - Fourths Capital
Grant Formula. Resolution No. 31 is hereby attached and made a
part f these minutes.
VII. PPPROVAL OF SUPPLEMENTARY FORM H-
On motion made by Mr. Helmen, seconded by Mr. Koczan., and unanimous -

for Concurrence in Ac uisition Prices, dated May 4, 1961, and filing

ON OF THE SOUTH BEND REDEVELOPMENT COMMISSION, GOVERNING
BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT,
THE UNDERTAKING OF SURVEYS AND PLANS FOR THE CHAPIN
STREE9I URBAN RENEWAL PROJECT ON A THREE - FOURTHS CAPITAL GRANT
BASISIAND THE FILING OF THE REQUEST FOR CONCURRENCE BY THE
ADMINISTRATOR IN COMMENCEMENT THEREOF.
under Title I of the Housing Act of 1949, as amended,
the Housing and Home Finance Administrator is authorized to extend
financial assistance to local public agencies in the elimination
and prevention of the spread of their slums and urban blight
through the undertaking of urban renewal-projects; and
JI it is desirable and in the public interest that the
City of South Bend, Department of Redevelopment prepare surveys
and plans, in order to undertake and carry out an urban renewal
project on a three - fourths capital grant basis pursuant to Title I
in that area proposed as an Urban Renewal Area, situated in the
City Of South Bend, County of St. Joseph, and State of Indiana,

Department of Redevelopment expeditiously to prepare such surveys
and plans and promptly upon completion thereof to file an appli-
cation for Federal financial assistance for such an urban renewal
project:
THEREFORE, BE IT RESOLVED BY SOUTH BEND REDEVELOPMENT
COMMISSION:
. That the proposed Urban Renewal Area described above
is a slum, blighted, deteriorated, or deteriorating area
appropriate for an urban renewal project, and that the under-
taking by the City of South Bend, Department of Redevelopment
of tho preparation of surveys and plans for an urban renewal
proje�t of the character contemplated by Section 110(c) of
Title
I in the proposed Urban Renewal Area is hereby approved.

2. That the financial assistance available under Title I
to assist urban renewal projects will be needed to enable the
Citylof South Bend, Department of Redevelopment to finance the
aking of the proposed Project.
. That it is cognizant of the conditions that are imposed
in the undertaking and carrying out of urban renewal projects
withlFederal financial assistance under Title I, including
thosel relating to the relocation of site occupants and the
provision of local grants -in -aid and the requirements that as
a condition to the execution of a contract for a loan or capital
grant1for an urban renewal project the locality must present to
the Housing and Home Finance Administrator a workable program,
as set forth in Section 101(c) of Title I, for utilizing appro-
priat� public and private resources to eliminate and prevent
the development or spread of slums and urban blight; and that
it islthe sense of this body: (a) that a feasible method for
the relocation of families displaced from the Urban Renewal
Area,lin conformity with the requirements of Title I, can be
prepared, (b) that local grants -in -aid can and will be provided
in anlamount which will be not less than one - fourth of the net
project cost of the Project and which, together with the Federal
capital grant, will generally be equal to the difference between
gross project cost and the proceeds or value of project land
sold, leased, or retained for use in accordance with the urban
renewal plan, and (c) that, in addition to the local grants -in-
aid, here will be ;provided funds in an amount necessary to pay
such hosts of the Project (including but without being limited
to the costs of title, appraisal, negotiating, and any other
expenditures incidental to the acquisition of land, surveys

and overhead expenses of the City of South Bend, Department of
Redevelopment with respect to the Project) which, pursuant to
the proviso in Section 110(e) of Title I with respect to projects
on a hree- fourths capital grant basis, are excluded from gross
project cost.
That the filing by City of South Bend, Department of
Redev lopment of a request for concurrence by the Housing and
Home Finance Administrator in the commencement of surveys and
plans for an urban renewal project to be undertaken on a three-
fourths capital grant basis in the proposed Urban Renewal Area
described above is hereby approved, and that the President of
the South Bend Redevelopment Commission is hereby authorized
and d rected to make and file such a request with the Adminis-
trato�, to provide such additional information and to furnish
such ocuments as may be required by the Administrator, and
to ac as the authorized representative of the City of South
Bend,IDepartment of Redevelopment.
