Pete Buttigieg, Kathryn Roos, Kevin Allen, John Hagen Agenda: 2012 Budget Review Chairperson White of the Personnel & Finance Committee opened the meeting acknowledging while there was one short of a quorum present, four other Councilmember's were. The Mayor, his Chief of Staff, the City Controller and others from the administration were also present. Committee Member Gavin Ferlic arrived at 4:55 p.m. establishing a quorum. Karen began the introduction noting this was the fifth in a series of 2013 budget review hearings called to develop an understanding of the budget process. Earlier sessions outlined the budget calendar sources of revenue, administration and Council priorities in terms of the delivery of city services as well as measuring tools to evaluate performance. Karen then turned the hearing over to City Controller Mark Neal who provided two handouts (attached) to go along with a slide presentation. Neal noted the Redevelopment Department budget traditionally reviewed in January would be moved up to August this year. Before the Controller's presentation the Mayor briefly outlined his administrations budget strategy indicating key priorities and most importantly the way resources would be allocated and subsequent performance measured. To that end, the Mayor described what he called Citistat, a data collection, matrix development measurement tool in the process of being developed. This application intends to measure the efficiency and effectiveness of resource allocation aiding in the decisions as to where, when, and how resources should be allocated. It's data driven decision making. After the Mayor's address Mark Neal proceeded to the material in the handouts. Figuratively this was a map of where the administration and Council wanted to go, how to get there, and how to measure progress along the way. Wrapping up, Karen again encouraged Council input and open lines of communication. The meeting of the Personnel & Finance Committee scheduled for Monday, July 30, 2012 will be rescheduled.
