Agenda: Bill No. 22 -12 — Rezone 801 Hill Street and 505 Kalorama
Preliminary Discussion Text Amendments — Group Residence
Bill No. 22 -12 — This bill proposes to rezone 801 Hill St. and 505 Kalorama and a
vacated portion of that street from SF -1 to SF -2 including a portion that had been B
multi - family. Christa Nayder from the Area Plan Commission reported a favorable
recommendation from the Commission as well as support from the NNE Neighborhood
Association. Acting as Chair, Dr. David Varner called upon Phil Byrd to present back
round for the proposal. Phil said this proposal was the result of a cooperative effort
including South Bend Heritage, the NNRO, and the NNE Council working with
Abonmarche for design characteristics. Their replat would include low- moderate income
set aside to encourage diversity and affordable homesites.
Former Councilmember Ann Puzzello spoke in support of the proposal as did Bill Stenz,
President of the NNE Council. He said the proposal represented a lot of cooperative
effort.
Dr. Fred Ferlic motioned favorably followed by Gavin Ferlic's second which garnered
unanimous support.
The next agenda item intends to initiate discussion of proposed changes to the Code
section addressing group residences. Larry Magliozzi, from Area Plan led the discussion.
It should be noted, the unspoken, but widely known impetus for the changes under
consideration stem from a Dave Mathews request to create a group residence for "young
professionals" in the East Bank Village. Larry said the proposed text change allowing
this would be treated as a special exception on a case by case basis. Henry Davis said
this was a good topic for discussion. He said it fits in with the "New Urbanism" concept
to be proposed in the Renaissance District now under consideration by the
Redevelopment Commission. In part its focus hopes to attract young professionals to the
Central Business District. Derek Dieter said the group home concept raises a lot of
concerns. He felt more info and more discussion was warranted. Dr. Fred Ferlic and Dr.
David Varner agreed that the change would be better if restricted to a specific geographic
area as opposed to the special exception approach. Tim Scott and Dr. David Varner
urged Area Plan to put a clearer proposal together and to proceed cautiously.
There being no further business to come before the Zoning & Annexation Committee at
this time, Vice- Chairperson Varner adjourned the meeting at 4:08 p.m.
