As it was, only two members were present, a quorum not being achieved. The purpose of the meeting, to hear procedures and policies practiced in the communications center, specifically regarding recording of calls was felt necessary by the Council due to the controversy surrounding the dismissal of Chief Boykins and supervisor Karen DePaepe. Dr. Varner called upon Division Chief Gary Horvath. Gary began stating no calls other than 911 calls presently being recorded. It seemed unclean in subsequent discussion exactly when this Mayor's directive to limit recordings began. What was revealed in the Q & A with acting supervisor Diana Scott was that she keeps all past recordings locked in her desk. Tapes are kept typically for 3 years unless there has been a request from the Prosecutor or the Courts to keep something longer. Furthermore the SBPD had only one hard drive without backup. It is fair to say this caused Councilmember's considerable concern. These concerns prompted a letter from Dr. Varner and Councilmember Scott listing the reasons for concern as well as a notice that the Council wanted to tour the communications center following budget hearings on Monday, August 20, 2012. The letter also requested funds be appropriated to rectify these shortcomings, ASAP. (letter attached) In turn each Councilmember attending echoed their concerns. There being no further business to come before the Information & Technology Committee at this time, Chairperson Dr. David Varner adjourned the meeting at 6:44 p.m. Respectfully Submitted. .i r. David Varner, Chairperson Information & Technology
