Helmen, President. Commissioners present ard answering to roll call: Mr. Fred J. Helmen, President Mr. Clyde E. Williams, Sr., Vice President Mr. James G. Louis, Secretary Mr. Frank G. Koczan Mr. Virgil A. Place Absent: None The Presid nt declared a quorum present. Also present: Mr. Henry Sucher, Executive Director Mr. James H. Neidigh, Assistant Director Mr. Frederick K. Baer, Attorney Mr. Edward J. Bielicki, Relocation Supervisor Mr. C. C. Fry, Negotiator Mr. Edgar D. Seyboid, Assistant Executive Secretary, South Bend Civic Planning Association, Inc. ®IF MILMi1U'ITIE S On motion duly made, seconded and unanimously carried, the minutes of the meeting of October 20, 1960 were approved as read, and the following bu iness was discussed: II Al 01F 01PUROW AGIR ENNNI S; Th Commission reviewed the Option Agreements signed by property owners in a Sample Street Project Area - Project No. Indiana R -7. 4- motion made by Mr. Louis, seconded by Mr. Williams and unanimously 3d, the Commissioners approved the following 21 Option Agreements on d Numbers: 1 -11, 10 -11, 2 -10, 11 -6, 9 -15, 16 -7, 2 -14, 11 -4, 15 -1, ,16 -2, 8 -20, 16 -9, 16 -6, 3 -7, 13 -5, 13 -4, 12 -5, 1 -12, 2 -21, 4 -2. - 1 - III . or MILLS 1440 01 AC -54 Options - Partial payment of 21 parcels at $10.00 each $210.00 On m tion made by Mr. Place seconded by Mr. Koczan and unanimously appro ed, the claims for payment totaling $210.00 were endorsed by the Com ission. Treasury Bills Required procedure for reinvestment would be to handle the trans- action as a new purchase rather than an automatic renewal. On motion made by Mr. Williams, seconded by Mr. Koczan and unanimously carried, the Commission agreed to reinvest $200,000 for another 30 days in U. S Treasury Bills. RES ILUJIMON The Commission discussed allowing a rent free period to the property owners in the Sample Street Project Area - Project No. Indiana R -7., following the closiAigs of real estate purchases by the Commission. On motion made by Mr. Louis, seconded by Mr. Place, and unanimously pass d, the Commission adopted a resolution entitling each property ownertp rent f -ee occupancy for a period of fifteen (15) days from the date of closing. Resol tion No. 26 is hereby attached and made a part of these minutes. This resol tion supersedes all previous res- olutions. Closing Negol iations were completed on Parcel No. 5 -1 at the office of the Attorney, Mr. F. K. Baer, on November 1, 1960. RO 104) used of real estate in the Sample Street Project Area (Indiana R -7) have heretofore been approved by the Redevelopment Commission, and WHEREAS, said Option Agreements provide that owner- occupants of real estate shall pay a rental for said real estate commencing one day after the sale thereof to the City of South Bend, and WHEREAS, the South Bend Redevelopment Commission now desires to bri #g into effect a uniform policy with respect to such rental payments by all owner- occupants a rent free period of fifteen days after sale, and WHEREAS.. the South Bend Redevelopment Commission now desires to amond all executed Option Agreements for the Sample Street Project Area It i NOW, THEREFORE, on motion duly made, seconded and unani- mousl passed, it was RESOLVED: That all owner- occupants of the Sample Street Project Area selling their real estate to the City of South Bend for the use and benefit of its Department of Redevelopment, may have a fifteen (15) day rent free of occupancy after such sale. FURTHER RESOLVED.- That the provisions of the foregoing resolu- tion bo incorporated in all new Options and in all Option Agreements previously by the South Bend Redevelopment Commissioners; and such changes in Option Agreements previously executed are hereby given full retroactive 129 (UAL) ATTEST: ADOPTED at the regular meeting of the South Bend Redevelopment sion held on November 3, 1960, at the office of the Commission, Colfax Avenue, South Bend, Indiana.
