Co ies of the proposed budget of the operating expenses for 1961 were
distributed to each of the Commission members and discussed briefly.
The Commissioners will review again and the matter will be taken up
at the next meeting.

Two copies of the contract between the Commission and Mid- America
Appraisal Corporation for the study of transient housing in South Bend
were approved and signed by the President, Mr. Fred J. Helmen. Ser-
vices will commence upon May 5, 1960 and to be completed within thirty
co secutive calendar days from the date of Contract for the agreed sum
of 500.00.

Considering the personnel additions to the staff and additional office
equipment to be housed, Mr. Sucher asked Mr. Neidigh to present his
plan and design for the needed improvements to afford continued effi-
ciency. . Following a discussion of the materials and labor estimate
su. mitted, and upon motion made by Mr. Place, seconded by Mr. Helmen,
the Commissioners unanimously approved the purchase of air conditioners,
electrical service, and necessary lumber supplies. It was also suggested
that a renewal option on the lease be obtained, or to. secure a three year
ex ension on the present lease.

Up n motion duly made, seconded, and unanimously carried, the Commis-
sion adopted a resolution declaring the Sample Street Redevelopment Proj-
ect Area unsuitable for residential reuse. Resolution No. 13 is hereby
attached and made a part of these minutes.

U F, on motion duly made, seconded, and unanimously carried, the Com-
mission adopted a resolution approving an urban renewal plan and condi-
tions under which relocation payments will be made for Project No. Ind.
R-7. Resolution No. 15 is hereby attached and made a part of these
minutes.

Following a discussion and brief review of the engineering costs which
inc eases the loan amount of the application for Loan and Grant for the
Sarnple Street Redevelopment Project. -Area (Project No. Indiana R -7) ,
and upon motion made by Mr. Williams, seconded by Mr. Louis, Reso-
lution No. 16 was unanimously adopted and is hereby attached and made
a part of these minutes. This resolution supersedes Resolution No. 4
and increases the amount of the loan from $2,404,709 to $2,527,500.
The increase was brought about by higher engineering costs due to rais-
ed qtandards of the street and utility improvements.

Mr. Williams and Mr. Sucher reported on their attendance at the con-
ference with School City of South Bend regarding the Linden School Proj-
ect. The Commission was informed of a meeting between the School
Board and the Park Board scheduled for Monday evening, May 9, for a
furt er discussion of the subject. Mr. Neidigh and Mr. Baer were
ask r(d to attend this meeting on behalf of the Commission.
Mr. Sucher informed the Commission of the special meeting called by
the -outh Bend Plan Commission for May 12r The Commissioners agreed
to s bruit the "Declaratory Resolution One, Sample Street Redevelopment
Project Area " along with the Relocation and Redevelopment Plans to the
Pla ping Commission for their approval as required by law.

WHEREAS, comprehensive studies of the Sample Street
Redevelopment Area have been undertaken by both the Redevelopment
Department and the City Plan Commission of the City of South Bend,
as well as by private consultant and
W HERE AS, all of these studies indicate that the area is
unsuitable for residential reuse, and that industrial and commercial
land uses are best suited for the area, and
W H E R E A S, there is a shortage of high quality industrial land
in the ity of South Bend;
NOW, THEREFORE, BE IT RESOLVED by the
South end Redevelopment Commission, Governing Body of the City of
South end, Department of Redevelopment, that the C o m m i s s i o n
considers the redevelopment of the Sample Street Project Area for non-
residential uses necessary for the proper development of the City of
South Bend.

ITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT
DECLARATORY RESOLUTION ONE,
SAMPLE STREET REDEVELOPMENT PROJECT AREA
WHEREAS, the South Bend Redevelopment Commission, Governing
Body of the City of South Bend, Department of Redevelopment (herein called the
"Commis ion" ) has made investigations, studies and surveys of various blighted
areas within the City of South Bend, Indiana, and of the costs contributing to the
blighting Of such areas; and
WHEREAS, such investigations, studies and surveys have been
m ade in dooperation with the various departments and bodies of the City and have
been directed to determining the proper use of land so as to best serve the interests
of the Cit and its inhabitants, both from the standpoint of human and economic
values, a d as a result of such investigations, studies and surveys the Commis-
sion has eretofore found that the area hereinafter described has become blighted
to such axi extent that such conditions cannot be corrected by regulatory process
or by the rdinary operations of private enterprise without resort to the provisions
of the Redevelopment of Cities and Towns Act of 1953, as amended, and as supple-
mented by Chapter 173 of the Acts of 1957, and that the public health and welfare
would be benefitted by the acquisition and redevelopment of such area under the

WHEREAS, the Commission now finds that the area hereinafter
is one in which: (a) the buildings are used in part as dwelling accommo-
d in part for commercial purposes; (b) the housing accommodations are

to a largel extent unsanitary and unsafe, and the use of the same causes an increase
and spreald in disease and crime; (c) the area is entirely surrounded by heavy indus-
tries and lrailroads; (d) the area lacks all community facilities, including school and
recreatio# facilities; (e) the conditions existing in said area necessitate excessive
and dispottionate expenditure of public funds for crime prevention and punishment,
public health and safety, fire and accident protection, and other public services and
facilities l f the City, and impair the value of property in surrounding areas; (f) the
existing conditions result in the reduction of the value of taxable property within the
City; (g) t�e conditions are beyond remedy and control by regulatory process because
of the obsolete and deteriorated character of the buildings and other improvements,
faulty planing and land use, shifting of population and technological and social changes;
(h) the acquisition and redevelopment of said area in accordance with the Redevelop-
ment PIO and Master plan hereinafter referred to will benefit the health, safety,
morals ax d welfare, and will serve to protect and increase property values in the
City and t�e state; (i) such acquisition and redevelopment of said area are public
uses and Ourposes; and
WHEREAS, the Commission has heretofore caused to be prepared
maps and plats showing the boundaries of the hereinafter described area, the loca-
tion of thel various parcels of property, streets, alleys and other factors affecting
the acquisition, clearance, replanning, rezoning or redevelopment of such area,
indicating ithe portions of the area acquired which are to be devoted to public pur-
poses und�r the redevelopment plan; also, a list of the owners of the various par-
eels of pr�perty to be acquired, all of which, appropriately identified, are now on
file with the Commission; and
